To complete it, you have to grab a “floating thought”, known as the Pledge Artifact. However, reaching it is requires a bit more work than you might imagine, especially for a game in which you can transform into birds and the like!

Examine The Floating Thought | Ezekiel’s Past Quest Guide
To fulfill the “Examine The Drifting Idea” task for the “Ezekiel’s History” mission in Throne & Liberty, you should move towards the Pledge Artifact hovering in the Hall of Vows. Begin this action by engaging with the Memory Marker situated at the center of the room.
Upon engaging with the Memory Symbol, cast your gaze towards the southern part of the chamber. You’ll notice a stairway materializing, providing access to move beyond the bars into a fresh room.
After ascending the stairs, make a right turn when you reach the top. At the end of the room, you’ll discover another Memory Sign. Wait for Scarla’s Ghost to materialize and the Memory Sign to become interactive once more. When that happens, simply interact with it.
Currently, head towards the northeastern exit from this location, then move on. After that, reach for the nearest pillar as a stepping stone and leap over the chasm to the following pillar.
Next, leap from the pillar and deploy your Glide Morph to access the room situated in the north of the Hall of Oaths.
Once more, face rightward and you’ll discover another Memory Sign. Await the appearance of Scarla’s Ghost, then engage the Memory Sign.
Leave through the exit going southwest and jump onto another broken pillar.
Then, look up to the pillar in front of you to find a grapple point.
Climb your way up that column, and voila! You’ll find yourself face-to-face with the Pledge Artifact. Give it a good ol’ interact to fulfill the “Examine the Floating Thought” task, enabling you to proceed with the “Ezekiel’s Past” mission in Throne & Liberty!
