For the second valve, you need to go up the spiral stairs in the Observatory.

Heading upstairs, I’ll guide you along the path to its end, where you’ll find a crucial valve. This specific valve plays a key role in managing the telescope’s vertical adjustments.

Currently, the primary function of a telescope is to gaze upon the stars. To accomplish this task, adjust the valves and align the telescope such that it’s pointing directly through the opening in the observatory’s dome.
