They bided their time, waiting for the return of their leader. Despite the emergence of the Ultimates, who aim to dismantle them, this secret Council has managed to keep control over the world.

In their quest to unravel the enigma surrounding Wakanda’s most revered asset, Vibranium, the Egyptian deities Khonshu and Ra, ruling over Africa’s upper and lower domains, have mobilized their Moon Knight forces in a bid for conquest. These enigmatic siblings, known for their unique, puzzling reasoning that confounds other divine beings, now aim to seize Wakanda as their own, revealing the secrets of the precious metal hidden within its borders.

During the battle, T’Challa successfully overpowered Khonshu and locked up his brothers. Nevertheless, these two powerful adversaries pose a significant danger to Wakanda and the global community. Operating through physical strength as well as exploiting their divine status, they gather followers towards their agenda. In issue #4 of Ultimate Black Panther, Khonshu employs a fragment of Vibranium to execute miracles in a village near Wakanda, causing resentment against the nation and its secrets. Da Costa wields his power mercilessly, as the corporations under his dominion practically rule every corner of the globe, stretching far beyond South America. While Roberto is a key element of his power base, the wealthy monarch also relies on other offspring for their blood to maintain his youth and vigor. Within the Council’s ranks, Da Costa appears to hold a significant position of authority. He presided over their initial gathering in Ultimate Invasion #3 (by Jonathan Hickman, Bryan Hitch, Andrew Currie, Alex Sinclair, and Joe Caramagna), and later championed the decision to divide the North American Union following The Makers’ confinement within the city.

They have managed to confine almost all mutants within the borders of Hi no Kuni.

In the Ultimate X-Men #7, we discovered that Viper serves as the voice while Silver Samurai functions as the blade for Shiro Yoshida, whose intentions regarding mutants remain a secret. In addition to his new territories in the North American Union, Dugarry holds significant financial power over Kingpin and the Sinister Six, amplifying his national influence. Notably, Captain Britain is not only a prominent figure but also a formidable foe to the Ultimates, managing to come close to killing Thor and controlling an army of Bullseye assassins. Moreover, Dugarry’s conquest of the mystical land of Avalon, a realm steeped in ancient magic that transcends space and time, adds to his ominous potential and suggests other hidden talents he may wield.

In contrast to other council members who aim to increase their wealth and power, the Rasputins prioritize amassing more resources – specifically, human bodies – to further The Maker’s ideology. To suppress the emergence of mutants, they relentlessly pursue and eliminate them, using any means necessary. They also control the Winter Soldier, a powerful assassin, who executes their sinister orders and helps maintain their iron-fisted rule over the nation.

Among the three leaders, Colossus appears to be the one in charge, known for his aggressive nature. In #2, Piotr insists on confronting the Winter Soldier personally, arguing that men like him respond only to force and asserting his ability to overpower them and demonstrate true might. Alongside Illyana and Arkady Rossovich, aka Omega Red, the Rasputins are each formidable villains in their own right, but united, they become almost impossible to defeat.
