To put this into perspective, DeepSeek claims they developed their R1 V3 AI model using reinforcement learning with a budget of $6 million.
The remarkable achievement of DeepSeek has sparked excitement among users, causing it to surpass ChatGPT as the most downloaded free AI app on Apple’s U.S. App Store. Yet, Helen Toner, a former board member at OpenAI, believes that for DeepSeek to reach its full potential and possibly rule the roost in this field, the strict export regulations on advanced AI chips imposed by the Biden administration in 2023, which restrict shipments to China, may need to be lifted.
As per Toner’s statements, abolishing the rule might result in a significant triumph for China and DeepSeek. In an interview with Fortune, he implied this as a former member of OpenAI’s board.

He acknowledges that it would be challenging, if not impossible, to create such a model without utilizing privileged data.

As Biden nears the end of his term, he unveiled tougher regulations on exporting goods to China. One of these measures blocks China from circumventing NVIDIA restrictions using Huawei through shell companies. Additionally, China is prohibited from getting TSMC to produce chips for them in this manner. It remains uncertain what stance President Trump will take given the fast-paced development in AI technology. However, she cautioned that other parties may intervene and lessen these measures.
Although the specifics of DeepSeek’s R1 development are yet undisclosed, it’ll be intriguing to observe how it fares against top-tier AI innovation models.
