As per Gibson, Ruby directly stated that there’s something more significant going on.

When Ruby comes back, she will be accompanied by a man named Conrad, portrayed by Jonah Hauer-King from The Little Mermaid. It remains unclear where his loyalties lie – as is often the case with Doctor Who characters – but viewers are eager to discover more about him in the upcoming episodes.

They are none other than Kate Stewart, the head of UNIT, played by Jemma Redgrave, and her trusted assistant Shirley Ann Bingham, portrayed by Ruth Madeley.
