Although we didn’t receive a direct measurement of Majin Buu’s power level, it’s reasonable to assume that it was in the billions. The emergence of this new fusion in Majin Kuu doesn’t necessarily mean that the new antagonist is significantly stronger than Buu, but it’s plausible that he still retains a slight advantage over his predecessor, if nothing else.
