You have two options to access Fallout: London. If you’ve purchased the Game of the Year edition of Fallout 4 on GOG Galaxy through GOG.com, then you can simply download the mod from their website. Alternatively, if you own Fallout 4 on Steam and wish to use it, you’ll need to manually download an older version of the game and install the mod manually.

On the Fallout: London GOG page, it has the following instructions:

  1. Install the English version of Fallout 4: GOTY Edition via GOG GALAXY and disable your cloud saves.
  2. Get Fallout London in our store for free.
  3. Install Fallout London via GOG GALAXY and launch it.
  4. Follow the launcher’s instructions, and enjoy!

With Team FOLON’s Fallout London Downgrader and Addons available on Nexus mods, you can easily reduce the quality settings in Fallout 4: Game of the Year Edition. This modification not only downgrades the game but also offers extra features that enhance your gaming experience.

After downloading Fallout: London from GOG, unzip the file and move it to the Steam Fallout 4: GOTY folder for installation. (This paraphrases “run the installer and set the installation location” as “unzip the file and move it for installation”)
