Greetings to DOOM! The initial installment of the nine-part saga, One World Under Doom #1, begins with Victor von Doom assuming leadership over the world as the new Sorcerer Supreme of a unified Latveria. The story opens with Doom proclaiming a new global authority: one world under DOOM’s rule. In a worldwide broadcast, Doom made it clear that leaders from every nation, including monarchs, military chieftains, and heads of state, willingly pledged their allegiance to him. His inaugural decrees included banning wars among the territories now governed by Latveria, and providing universal healthcare and top-tier education for its citizens as benefits.
In response to rebellious forces challenging Emperor Doom across America, Canada, Khamiskan, Burunda, and Samovar, Doom sent his army of Doombots to restore order under the banner of “Pax Victoris”. He made it clear, however, that these territories would not face retribution because Doom is merciful. Yet, he also emphasized that even his mercy has its boundaries.
At their headquarters, the Baxter Building, Earth’s most powerful heroes gather together – this includes the Avengers, the Fantastic Four, as well as additional champions such as Spider-Man, Doctor Strange, and Squirrel Girl. Black Widow informs them that she has been monitoring Hydra’s activities in Europe. Baron Zemo, the head of Hydra who has spent many years attempting to overthrow various governments and establish Hydra’s new world order, disrupts Doom’s broadcast with his own message: “Neither I, Baron Zemo, nor the organization of Hydra will ever be controlled or ruled by anyone, especially a rootless misfit like myself.
Zemo’s troops, backed by Hydra, advance on Doomstadt, the capital of Doom, and launch an assault on Latveria’s mystically fortified and supposedly impassable border. They claim that Hydra’s technology has made it possible to breach this barrier. In Latveria, our heroes find that Captain Marvel’s energy abilities, Vision’s phasing technique, and the Scarlet Witch’s magic are all ineffective against Doom’s nation’s protective energy field. Inside Doomstadt, Zemo transmits a second message: “Long live Doom.
Doom is pursuing what he believes is best for the globe, and Hydra intends to follow his lead,” he declares. “There’s a superior approach, and Doom has discovered it.” Under this agreement, Hydra will deploy their assets to construct schools, hospitals, and clear land mines from polluted areas worldwide in Latveria.
As a dedicated movie critic, I found myself engrossed in the epic battle unfolding on screen. The Avengers, my beloved superheroes, strategically divided into two formidable squads. One was tasked with breaching Latveria’s impenetrable fortress, while another aimed at striking Hydra’s aerial citadel. The villainous Zemo issued a chilling order: the invading heroes must fall.
Captain America, embodied by Steve Rogers and Sam Wilson, took the lead, rallying Spider-Man, Storm, Iron Man, Mister Fantastic, the Human Torch, Black Widow, Doctor Strange, and Captain Marvel. Together, they charged through Hydra’s formidable forces, displaying an incredible display of teamwork, skill, and bravery.
In Steve Rogers’ suspicion that Baron Helmut Zemo might be subservient to Doctor Doom, he inquires from the Master of Evil, “What can you tell me about October 1st, 1945?” When he doesn’t respond, this silence reinforces his doubts, leading to Captain America’s shield severing the Zemo Doombot’s head. This date is significant as it marks the establishment of Hydra by Baron Strucker, a fact that the genuine Zemo would be aware of.
In examining Zemobot’s stored memories, Reed discovers that it was Doom who murdered Zemo and replaced him with a compliant Doombot. This truth is then made public by Iron Man, leading to Hydra insurrections breaking out worldwide. As Hydra puts it, “When one head is cut off, two more shall rise.”
During a Hydra assault on a European village, Doom, riding his subdued Tyrannosaurus Rex, Doctor Doom, saves the villagers and admits to deceiving them about Zemo’s fate. “I was the one who killed Zemo, and the Red Skull as well,” Doom declares, alluding to the bolt that felled Captain America’s arch-nemesis in Latveria, as depicted in 2024’s Thunderbolts #4 comic book issue.
These men were arrogant, unremorseful Nazis, leading a hate-filled group of racists, as Doom puts it,” said Doom. “In essence, they represented a challenge – one that Earth’s strongest superheroes have been struggling to address since World War II, but with no success so far. Yet, Doom managed to resolve this issue in just a day.” By deceiving them, Doom was able to harness Hydra’s power for the greater good, and through his machinations, the heroes unwittingly aided him in his plans.
In the devastation wrought by Doom and his monstrous dinosaur on Hydra, Emperor Doom addresses the world: “This was the last opportunity to make Hydra serve a purpose, and now it is irrevocably destroyed – at their hands. I will take care of the aftermath. You are secure. You are nurtured. Doom embodies wisdom, power, and prosperity.” As he extended his iron-clad hand to a woman and her child whom he had rescued, the mother completed his statement: “Only Doom can protect us.
Previously, Zemo met his end. This occurred not long after he formed the initial Thunderbolts, who were secretly the Masters of Evil disguising themselves as new superheroes when the Avengers were believed to be dead and unavailable (having been lost in an alternate dimension). In issue #39 of Thunderbolts from the 2000s, the assassin Scourge of the Underworld was the one who fatally impaled Zemo.
Following his role as imposter Citizen V with the Thunderbolts, Helmut Zemo’s consciousness was shifted into the body of a relative of the genuine Citizen V, a World War II hero who was slain by Baron Heinrich Zemo, Helmut’s father.
Later on, he exchanged minds once more, settling into the physique of his Counter-Earth equivalent, Iron Cross. It was believed that Baron Helmut Zemo had met his end again after a confrontation with Sam Wilson’s Captain America in the 2015 issue #6 of All-New Captain America, but he managed to survive and feign death. Whether or not Baron Zemo is truly deceased remains uncertain, as Hydra prophesied: “Chop off one head, and two more will rise in its stead.
