In the opening episodes of NCIS: Origins, the Sandman case initially appeared to be a straightforward one, with Jameson “Bugs” Boyd being apprehended as the sniper responsible for killing four individuals, including his girlfriend. However, as revealed in the Season 1 mid-finale, Bugs was actually working with another sniper and had been involved in a significant mishap during Operation Sundown. In the latest episode, it was disclosed that “Bugs” himself hadn’t been the one responsible for the killings; he had been murdered before he could expose the true culprit. The recent episode, “Darlin’, Don’t Refrain,” has now unveiled the real identity of the Sandman killer, and surprisingly, Leroy Jethro Gibbs had a personal tie to this individual.
In the recent episode of Origins, available for streaming with a Paramount+ subscription, it’s revealed that the deceased character Dustin Cruz was actually a private military contractor who orchestrated clandestine operations for the CIA during the Gulf War. The CIA had hired an organization named Flintport to provide security for a confidential asset called Abad Safar in Kuwait. Four snipers, under Cruz’s command during Operation Sundown, were assigned to protect Safar, his wife, and son. Tragically, the family was killed by insurgents after they uncovered Safar’s collaboration. The sniper team mysteriously received a call-off just before the attack occurred.

Following a significant event, Flintport no longer exists. Over the past few months prior to “Darlin’, Don’t Refrain,” three out of its four highest-ranking executives met an untimely death in different locations across the country. The only one who survived, CEO Kevin Rayburn, was found to be in hiding. He confessed that he ordered his team, including the snipers, to abandon their assignments to assist in capping the oil wells set ablaze by Saddam Hussein, as the U.S. government was prepared to pay large sums for this task. The tragic deaths of the Safar family were a consequence of Rayburn’s greed, which ultimately led Sandman to seek his vengeance.
It turned out that both Bugs and Luke Fletcher were part of the same sniper squad, which came as a surprise to me. While Luke might not be well-known to everyone, fans of the TV show NCIS: Origins would surely recognize him as the leader of the veterans support group that Gibbs has been attending. This connection was revealed when Gibbs was reviewing video interviews of Vera Strickland and noticed that Bugs referenced a quote from Napoleon, which was identical to something Luke had said during one of their meetings.

I’m pleased that NCIS: Origins resolved Mike Franks’ most deeply personal case, but a bittersweet twist in the storyline has left me worried about his character.

In an attempt to quietly gather evidence about his suspicions, Gibbs paid a visit to Luke’s residence. However, his covert operation was quickly uncovered. Luke maintained that he genuinely cared for the veterans he assisted, but Gibbs also found evidence suggesting that Luke used this group as a means to infiltrate military records at the camps and bases he visited. Moreover, it was revealed that Luke had installed surveillance devices at Camp Pendleton’s office, which led him to discover that Bugs was planning to expose secrets last week.
A violent altercation ensued between Gibbs and Luke, culminating in Luke’s demise. Just before he expired, Luke disclosed the reasons for the murders he had committed. Despite appearing relatively unscathed following the confrontation, Lala Dominguez lingered at Gibbs’ apartment to check if he might have suffered a head injury.
Later on, there was Special Agent Cliff Wheeler, head of the NIS Pendleton Office, who was juggling multiple responsibilities. His son’s troubles and his mishandling of the Sandman case, which led to the FBI taking it over, were already causing him stress. As the episode came to a close, Wheeler confessed that he had destroyed a document linking Bugs’ partner and Operation Sundown. At the time, he believed they had apprehended the right Sandman and thought it was best to keep the case closed. His actions have resulted in his suspension, leaving viewers uncertain if he will reappear in NCIS: Origins Season 2.
Next week marks the end of Season 1 for “Origins,” titled “Cecilia.” In this episode, Gibbs crosses paths with Lara Macy, an investigator determined to solve Pedro Hernandez’s murder. This encounter leads Lala and Mike Franks to take steps to shield their team member from any potential fallout.
