Elbaf, an independent kingdom untouched by the World Government’s influence, harbors no fear of hosting outlaws like our heroes. Post their tumultuous encounter at Egghead, Luffy and his crew are about to embark on a fresh journey in this enigmatic land. Simultaneously, whispers of turmoil ripple through the underworld as two unforeseen Holy Knights make their appearance.
In Elbaf, both Gunko and someone who strongly resembles Shanks are trying to enlist Loki into their group. The position of Holy Knight is typically held by World Nobles as they maintain order among the Celestial Dragons. Interestingly, Loki is the only one to receive such an offer, but he turns it down instantly. In chapter 1137 of One Piece, we learn more about Loki and the revelation that Shanks indeed has a brother, a theory previously unconfirmed. Although the manga hasn’t explained their relationship yet, their striking resemblance is evident.

One Piece Chapter 1137 Introduces Figarland Shamrock
In simpler terms, Shamrock is believed to be Shanks’ brother, or perhaps even his twin, due to their striking resemblance despite some differences in appearance caused by long hair and regal clothing. The idea that Shanks might be masquerading as a pirate while secretly serving as a Holy Knight has been debunked since Shamrock is physically two-armed. Shamrock was first introduced in Chapter 907, engaging with the Gorosei during the Reverie. He hinted at discussing a specific pirate, but the manga hasn’t disclosed his identity yet. The revelation of Shamrock has caused quite a stir among the One Piece community as fans grapple with the idea of Shanks having a sibling or working for the World Government.
The term Shamrock refers to a plant with three leaves, symbolizing trust, optimism, and affection. It’s puzzling why his name isn’t Saint Shamrock Figarland, like his father and fellow World Nobles. Similar to his father and brother, Shamrock – the eldest son of Garling Figarland – is a skilled swordsman, suggesting he may have other siblings. Following Saturn’s death in Chapter 1125, Figarland Garling assumed leadership. As a result, Shamrock, Garling’s oldest son, now holds the title of Commander of the Holy Knights. They will make formidable opponents in the Final Saga, as their power is already quite impressive.
Shamrock aims not only to enlist Loki, but also to subdue the Giants. As the dominant power globally, Elbaf has long been a focus of the World Government’s aggression. Once Loki rejects them, Gunko resorts to attacks. With his strength diminished by the sea prism stones and crucified, Loki can’t retaliate. Yet, he remains defiant in the face of her actions. Recognizing that forcing Loki is pointless, Shamrock decides to conceal his identity and propose a change in strategy. Instead, they plan to reach out to Marie Geoise, possibly seeking additional forces to subdue Elbaf.
