The Outer Worlds 2 Won’t Have Enemy Level Scaling, Obsidian Confirms

In a new take on The Outer Worlds 2 by Obsidian Entertainment, they’re planning to make it even more expansive and improved than its original version. They’re revamping Skills to provide a wider variety of build options, and introducing both advantageous and disadvantageous Traits. Another significant alteration is that enemy levels won’t scale with the player’s progression; instead, they’ll maintain their power level as you encounter them throughout your adventure.

Consequently, as Senior Combat Designer Rob Donovan shared with IGN First, this decision has triggered other significant alterations in the game’s design. In essence, refraining from level scaling appears to be a straightforward change, but it carries substantial ripples throughout the game creation process. Now, enemies are tiered, each with distinct stats, damage values, health, and armor-based damage reduction.

According to Donovan, these elements remain constant during the game. This means that some of our advanced opponents will be tougher at the start purely because of mathematical reasons. They’ll deal more damage, absorb less damage, and when damaged, they may have a larger health reserve.

It’s advantageous to stay put initially, as it allows you to return once you’ve gained power and better equipment, to easily conquer the foes that previously posed a challenge. You might find yourself equipped with upgraded gear, stylish armor, useful gadgets, enhanced skills, beneficial perks, and perhaps intriguing Flaws, enabling you to dominate those earlier enemies effectively. Moreover, these opponents could potentially drop valuable loot or items that prove helpful during the mid to late stages of the game.

This year, you can expect “The Outer Worlds 2” to be released on Xbox Series X/S, PS5, and PC. Obsidian Entertainment will provide a more comprehensive look at the game during their Direct presentation, following the Xbox Games Showcase on June 8th. Keep an eye out for further updates until then.
