To bring forth the Dark Specters, you must initially activate them. To make them appear, you should slay the surrounding foes, causing an orb above the pedestal to expand until it triggers a collapse.

Based on your location within the dungeon, you might have to hold off and wait for one or two additional groups of enemies (mobs) to reappear at their camp before you can completely power up the area. Clear them out swiftly using an ‘area effect’ skill to expedite the process!
