From local thugs to cosmic threats, the Avengers have encountered all sorts of adversaries. Often, these antagonists were driven by selfish ambition, causing harm indiscriminately. Yet, not always were they the wrongdoers; there have been instances where certain villains had valid reasons or complex motivations that challenged the Avengers’ understanding of right and wrong. The Avengers continue to uphold justice against these adversaries, striving to protect the world whenever possible.

To track down the elusive villain, we’ll need to revisit the 2000s era. Post-Civil War, the superhero alliance disintegrated, paving the way for the Skrull invasion strategy to thrive. In the aftermath of this chaos, it was during the Secret Invasion that the heroes managed to regroup. However, a villain who was least expected to save the day emerged – Norman Osborn, formerly known as the Green Goblin. As a result of his actions, Osborn was appointed to take over Tony Stark’s position and head the superhero national security force, marking the beginning of the “Dark Reign” saga. During this time, Osborn and his Dark Avengers assumed responsibility for protecting the world while consolidating their power. Although Osborn committed some heinous acts during this period, his actions were justified in many ways, which I’ll elaborate on as we proceed.

Iron Man was in control of S.H.I.E.L.D., yet he found himself at odds with many of Earth’s mightiest heroes. The New Avengers, including Luke Cage, Wolverine, Jessica Jones, Doctor Strange, Spider-Woman, Iron Fist, Spider-Man, Ronin/Hawkeye, and Echo, were a group of rebels. Meanwhile, the X-Men had set up base in San Francisco, operating independently. The Fantastic Four was led by Black Panther and Storm, who weren’t allies of Iron Man. Thor returned with a grudge against him, while the Hulk caused widespread destruction, Ultron resurfaced, Doctor Doom unleashed symbiotes, Red Hulk wreaked havoc, and S.H.I.E.L.D. itself became a target. All the while, the Skrulls were infiltrating Iron Man’s administration without him noticing. With his Mighty Avengers team – Captain Marvel (then Ms. Marvel), Wasp, Black Widow, Wonder Man, Sentry, and Ares – preoccupied with fighting against former friends and threats, the Skrulls managed to seize control of StarkTech. This was the world Norman Osborn faced, making his actions seem less villainous and more a response to a chaotic situation.

After the Skrulls were defeated, Norman Osborn took over a weakened S.H.I.E.L.D (and the Superhero Initiative), where heroes remained distrustful and hostile towards each other. Due to this hostility, he had no choice but to forge his own path. He restructured S.H.I.E.L.D into H.A.M.M.E.R., appointing Victoria Hand, a former S.H.I.E.L.D agent, as his deputy, trusting her to maintain order in his absence.

He assembled his own Avengers team, keeping the Sentry and Ares from the previous group while adding Bullseye as Hawkeye, Daken as Wolverine, Moonstone as Ms. Marvel, Venom as Spider-Man, and Noh-Varr as Captain Marvel. The Cabal was formed with Doctor Doom, Emma Frost, the Hood, and Loki. He also utilized the Hood’s gang of villains as muscle to help fill in the gaps. When mutant-related issues escalated, he intervened as needed to ease the tension, although his approach to resolution involved stripping the X-Men of their control over the mutant race and replacing it with his own Dark X-Men. He dispatched Bullseye and Daken against anyone who posed a significant threat, executing them discreetly. When Doom was under attack by Morgan Le Fey, he lent assistance to his ally, ultimately vanquishing the Molecule Man as well.

Was Osborn known for committing numerous questionable actions? Indeed. Yet, it’s crucial to consider his circumstances. Iron Man, as a leader, often faltered on a grand scale – his corporations were constantly seized due to reasons that are well-known. The fact that he stood at the helm of S.H.I.E.L.D. only intensified the dislike towards him. Osborn encountered similar difficulties, but he strategically forged powerful alliances not just to ensure his safety, but also to safeguard the world.

Under Osborn’s leadership, the Skrull threat was significantly reduced as they were targeted and eliminated. With the Hand as his second-in-command, there was minimal chance of surprise attacks – except from his own allies. In such an event, he possessed the Void as a countermeasure. Osborn managed to contain major threats more effectively than Iron Man, failing only when he attempted to conquer Asgard, thus unifying all against him.

Norman Osborn’s Tenure Was One of the Safest in the History of the Superhero Community

Norman Osborn is believed to have a severe mental condition, possibly Dissociative Identity Disorder, where the Green Goblin serves as a separate personality within him. He’s known for his volatile temper and seems unstable at times. Yet, during his leadership, Osborn managed to keep things under control, outsmarting adversaries until the very end. Even when he and the Dark Avengers faced defeat, Osborn always found a way to present it as a victory that maintained public safety. The public trusted him because compared to other supervillains, he didn’t constantly threaten New York City with nuclear attacks every few minutes.

During his leadership, there were no widespread attacks against him or the organization. Despite constant opposition from the superhero community, he managed to maintain order quite effectively.
