In the early 1940s, DC Comics essentially created the superhero genre with iconic characters like Superman, Batman, and Wonder Woman. During the difficult years of World War II, comic books and these heroes offered a welcome escape for readers. At first, they primarily battled criminals and the forces of the Axis powers. But this era also saw the birth of supervillains – equally powerful, costumed criminals with unique abilities. These villains are arguably what made the superhero genre endure. While the initial focus on gangsters faded after the war, supervillains continued to provide a constant challenge for heroes, keeping the genre fresh and exciting.
DC Comics is famous for creating many of the first supervillains – from eccentric geniuses to criminals in costumes. For years, these villains have consistently challenged superheroes and become some of the most beloved characters in the DC universe.
10) Clayface

There have been several Clayfaces over the years, but the original, Basil Carlo, remains the most compelling. First appearing in 1940, Carlo was an actor driven mad when he was excluded from a remake of his famous film. He donned the guise of Clayface – the monster he’d played – and began targeting the new film’s cast and crew until Batman intervened. Initially powerless, Carlo later gained the ability to shapeshift by stealing it from other villains who also became Clayface. Now a massive clay figure, he can transform into anyone or create weapons from his own body. This combination of an incredibly durable form and remarkable shapeshifting skills makes Basil Carlo the most powerful and adaptable Clayface Batman has ever faced.
9) Black Adam

Black Adam first appeared in 1945 as a villain in Captain Marvel comics (later known as Shazam). Originally created by Fawcett Comics, the character eventually became the property of DC Comics. Rooted in Ancient Egyptian mythology, Black Adam was originally chosen by the wizard Shazam as his first champion. Empowered by Egyptian gods, Black Adam became corrupted by his power, leading Shazam to imprison him for millennia. After being freed in modern times, Black Adam was initially depicted as a simple villain. But over time, DC Comics transformed him into a complex anti-hero and the ruler of Khandaq. Driven by a fierce loyalty to his people, Black Adam will use any means necessary to defend them, regardless of whether it aligns with good or evil.
8) Vandal Savage

Vandal Savage has relentlessly pursued global control for millennia. First appearing in 1943 as a foe of the original Green Lantern, Alan Scott, Savage’s extraordinary life began in the Stone Age. Exposure to radiation from a meteorite granted him immortality. Over 50,000 years, he lived many lives, famously taking on the roles of historical figures like Genghis Khan, Alexander the Great, Julius Caesar, and Blackbeard. A brilliant tactician, Savage relies on his intelligence to defeat his enemies. He also created one of the earliest supervillain groups, the Injustice Society, as a counterpart to the Justice Society. Throughout DC Comics history, Vandal Savage remains a powerful and enduring threat.
7) Scarecrow

While Batman strikes fear into criminals, Jonathan Crane – better known as Scarecrow – is the real expert on it. First appearing in 1941, Crane was a respected professor until he lost his job after experimenting on students with hallucinogenic gas. Driven by a fascination with fear itself, he became the Scarecrow and continued to refine his signature weapon: a fear toxin. Usually delivered as a gas, this toxin forces people to experience their deepest, most terrifying hallucinations. This makes Scarecrow one of Batman’s most mentally challenging enemies. A dangerous and murderous scientist, Scarecrow is determined to turn Gotham City into a living nightmare.
6) Ares

Wonder Woman champions peace and truth, while her enemy, Ares, embodies war and lies. This version of the Greek God of War first appeared in DC Comics in 1942, during World War II. With his incredible strength, magical abilities, and armies of monsters, Ares is one of Wonder Woman’s most dangerous foes. He spreads conflict by both directly killing soldiers and manipulating those in power, and won’t rest until all of humankind is destroyed. Ares grows stronger with every act of violence and devastation, and will always exploit humanity’s capacity for hate.
5) Riddler

Batman is widely known as the World’s Greatest Detective, largely due to his skill in solving the complex puzzles left by his enemy, the Riddler. First appearing in 1948, Edward Nygma, the man behind the Riddler, became a criminal to prove he was smarter than everyone else. He always leaves riddles at the scenes of his crimes for Batman to figure out, and prefers elaborate traps over brute force when trying to defeat the Dark Knight. Each time Batman solves one of his puzzles, the Riddler becomes more fixated and unstable. With his incredible intelligence and lack of compassion, the Riddler constantly challenges Batman’s detective abilities like no other villain.
4) Penguin

Penguin, first appearing in 1941 as Oswald Coppblepot, is a major criminal in Gotham City who often presents himself as a refined gentleman. Like many of Batman’s enemies, he’s been depicted as both comical and frightening. As a child, Penguin was bullied because of his physical differences – he was short, stocky, had a long nose, and malformed hands and feet. This mistreatment drove him to seek power and build a large criminal organization. He’s well-known for his weaponized umbrellas, which hide everything from guns and swords to flamethrowers. But beyond his unusual appearance and weaponry, Penguin is a ruthless planner and skilled manipulator who maintains a strong hold on Gotham.
3) Two-Face

Harvey Dent, also known as Two-Face, was once Batman’s closest friend, but a terrible turn of events made them enemies. First appearing in 1942, Harvey was a respected district attorney dedicated to fighting crime in Gotham City. Everything changed when a mob boss attacked him with acid during a trial, leaving half of his face severely scarred. This disfigurement drove Harvey insane, causing him to develop a dual personality and become fixated on luck and chance. Two-Face is easily recognized by his scarred appearance and his habit of flipping a silver coin to decide the fate of others – whether they live or die. He’s a deeply tragic character, demonstrating how even good people can be driven to become villains.
2) Lex Luthor

Lex Luthor, the iconic villain of DC Comics and Superman’s greatest foe, is his complete opposite. First appearing in 1940, Luthor is a brilliant, wealthy criminal who is obsessed with defeating Superman. Driven by jealousy and intense hatred, he resents Superman’s role as a symbol of hope for those in need. Luthor desperately wants to be seen as humanity’s savior and will exploit any weakness Superman has, like Kryptonite. Similar to Iron Man, he often uses a powerful suit of armor to battle Superman directly. While Superman embodies the best of humanity, Luthor represents its worst traits – greed, pride, hatred, and a belief in nothing – making him a timeless villain.
1) Joker

The Joker is easily one of the most well-known, impactful, and dangerous villains in comic book history, and he practically defined the idea of the supervillain. First appearing in 1940, this costumed criminal – known as the Clown Prince of Crime – was among the earliest recurring villains in comics. Designed as Batman’s complete opposite, the Joker is a dangerously insane character who represents total chaos and constantly challenges Batman. He’s remarkably adaptable, able to change instantly from a silly trickster to a terrifying killer. He’s also responsible for some of the worst crimes in the DC universe, including the murder of Jason Todd and the crippling of Batgirl. As long as Batman exists, the Joker will always be there, determined to have the final say.
