Naruto is widely considered one of the greatest anime series of all time, significantly influencing both the anime world and fans globally. While the heroes are central to the story, the villains are just as important – and perhaps even more memorable. The series wouldn’t have achieved such lasting success without these iconic characters who played a key role in its development.
Characters like Pain, Madara Uchiha, and Obito Uchiha were incredibly well-developed villains who really enriched the story. Unfortunately, not all of the antagonists reached that same level of quality, either in terms of power or personality. Let’s take a look back at the weakest villains in the series – those who were meant to impact the story of *Naruto* but didn’t quite measure up, and in some cases weren’t compelling enough to even be considered true villains due to their lack of strength and complexity.
10) Black Zetsu
Black Zetsu first appeared as a potentially powerful villain in the *Naruto* series. But after it was revealed he was simply a manifestation of Kaguya’s will – a way for her to continue existing through manipulation – he became a largely pointless character, similar to Kaguya herself.
As the story neared its end, with powerful villains like Obito and Madara causing trouble, it was suddenly revealed they were all being manipulated by Black Zetsu, who was trying to bring Kaguya back to life. Although Black Zetsu is capable and can control others, he isn’t particularly strong himself. Because of this, he didn’t live up to expectations as the ultimate villain fans were hoping for, and ultimately felt like a letdown.
9) Kimimaru
Kimimaru was an incredibly talented ninja, almost unfairly powerful considering his background – he came from the powerful Kaguya clan and possessed a rare genetic ability. He was one of Orochimaru’s most formidable followers, so much so that Orochimaru intended to steal his body. Sadly, viewers only met Kimimaru after he had already become sick and weakened, so they didn’t get to see him at his full strength.
Even when he was very sick, Kimimaru was a remarkably powerful opponent in the original *Naruto* series. He battled Naruto, Rock Lee, and Gaara and wasn’t actually beaten until his illness fully took over. This implies that, if he’d been healthy, Kimimaru had the potential to be one of the series’ most formidable villains.
8) Suigetsu
Suigetsu Hozuki is a *Naruto* character who, like many others, didn’t get much focus after his introduction. He first appeared as a teammate of Sasuke and quickly became popular for his funny personality. But it was his incredible ability to control water – even large amounts of it – that really made him stand out as a unique ninja.
Suigetsu was a dangerous opponent, similar to many of Sasuke’s allies, and a skilled assassin. Though he didn’t appear often enough to become known as one of the most powerful villains, as one of Orochimaru’s top followers, he was certainly a formidable fighter and deserves recognition for his abilities.
7) Konan
Konan was one of the first members of the Akatsuki, and she had a rare and powerful ability: she could control paper, something no other ninja could do. While this made her a potentially dangerous enemy, the story focused more on her teammates, Nagato and Yahiko. As a result, she ended up playing a supporting role as a villain rather than being a major threat on her own.
I always felt it was a bit unfair to call Konan a simple villain. While she *was* shaped by the trauma of war, she clearly felt things deeply, and surprisingly, even helped the heroes on occasion. Ultimately, though, she ended up on the wrong side, which is a shame. She had such a unique and interesting power, and I really wish she’d gotten more attention for it.
6) Karin
Honestly, Karin was such a surprising villain in the *Naruto* world! But when you look at the pattern – with Sasuke having attracted the affections of other girls before – it kinda makes sense why they brought her in. What was really interesting was seeing *Sasuke* do the things we all expected *him* to do – using someone’s feelings to get what he wants – but through *her* story. If they hadn’t leaned so heavily into the goofy, over-the-top comedy with her, I think she could have been a really memorable and unique character.
I’m really fascinated by Karin! Her Kagura Mind’s Eye is incredible – she can basically ‘see’ anyone’s chakra, which makes her a super effective spy. She’s also surprisingly strong physically. Honestly, though, she can be a little frustrating sometimes with how easily she gets distracted and how focused she is on Sasuke. It’s a bit much, but overall, she’s a really interesting character!
5) Zabuza
I remember watching *Naruto* and immediately recognizing Zabuza as the first truly significant villain. He really fit the mold of what you’d expect from an early antagonist. Being one of the Seven Swordsmen of the Mist, he was incredibly imposing, especially with that huge sword of his. He and his partner, Haku, were the first real challenge Team 7 faced, and it was a memorable introduction to the kinds of threats they’d be up against.
As you’d expect from a powerful early villain, Zabuza gave Team 7 and Kakashi a really tough fight, and they only defeated him when Kakashi started fighting with everything he had. True to the style of *Naruto*, the story also showed us what motivated Zabuza, revealing a real reason why he became a villain.
4) Haku
Haku is the final character on this list who, even though he wasn’t a particularly strong villain, was surprisingly complex. As the first significant opponent faced by Naruto and Sasuke alongside Zabuza, Haku stood out due to his promise and potential, despite his limited screen time. He was a clever fighter, but what really made him special was his rare ability to combine water and wind techniques to create incredibly powerful ice attacks.
I’m completely fascinated by Haku! He was so dedicated to Zabuza, and when he fought Team 7 and Kakashi, he honestly seemed *more* powerful at times. It’s really tragic, but I truly believe that if he’d just been given a normal life, he would have become an incredible shinobi. And his appearance – it was so unique and androgynous, you often couldn’t tell if he was a boy or a girl – it just added to the mystery and made him even more compelling. He was just naturally gifted; it felt like he was *born* to be a shinobi.
3) Sound Four
The Sound Four are a group of four ninja from the Hidden Sound Village. They initially appear as Orochimaru’s assistants, sent to kidnap Sasuke and deliver him to their leader. While they’re impressively skilled – managing to defeat two experienced Jonin despite being of lower rank (Chunin) – they do have a significant weakness.
The members of the Sound Four aren’t very dangerous on their own; they only pose a threat when working together. During their attempt to capture Sasuke, they mostly just slowed down the team sent to rescue him. Another ninja associated with the Sound is similarly unremarkable – they lack a compelling backstory and simply follow Orochimaru’s orders.
2) Dosu
When the story of *Naruto* reached the Chunin Exams, a major story arc began, and it was obvious that enemies would appear to test the heroes, as is common in action-packed anime and manga. During this arc, viewers met Dosu, a ninja and the leader of a team from the Sound Village. Dosu was a relatively unimportant villain, working for Orochimaru, and Naruto and Sasuke defeated him and his team without much difficulty.
To make matters worse, Dosu and his team showed up again in a side story, once more as Orochimaru’s followers, but they were quickly and easily beaten by the main characters. This makes Dosu one of the least impressive villains in *Naruto*; he’s neither powerful nor well-developed.
1) Mizuki
The very first villain in the *Naruto* series, Mizuki, is widely considered the weakest. He appeared early on to establish the show’s premise and was motivated by envy of Iruka, Naruto’s initial teacher, after being passed over for the role of Academy Instructor. This ultimately led him to collaborate with Orochimaru.
Mizuki tried to steal a secret scroll from Konoha Village, using Naruto to help him. But when the moment arrived, Naruto surprised everyone by using his Shadow Clone Jutsu, completely defeating Mizuki. After that, Mizuki wasn’t really seen or talked about again, showing that he was just a minor villain whose purpose was to help set up the main story and show what Naruto was all about.
