One Piece has been running for nearly thirty years, chronicling Luffy’s adventures from his beginnings as an unknown pirate in the East Blue to his rise as one of the Four Emperors. The story details his growth through countless battles and a rigorous two-year training period, as he faces increasingly powerful enemies. Beginning with Gear 2, Luffy eventually unlocked his Gear 5 transformation, achieving a level of power he never imagined. This transformation isn’t just about his Devil Fruit abilities; it’s connected to a history spanning centuries.
Luffy has just begun to tap into his full strength, and what he’s shown so far is incredible. But he hasn’t mastered his Devil Fruit power yet. A major issue is that using his Gear 5 form drains his energy very quickly, often forcing him to pause during fights. As things stand, he’s still not strong enough to beat three particular opponents.
3) Blackbeard

Blackbeard is a major villain in the series, and many details about him remain unknown, most notably how he gained the ability to wield the power of two Devil Fruits. Beyond this, he possesses two incredibly strong Devil Fruits and exceptional Haki skills, making him a uniquely formidable opponent.
Shanks sees this character as a serious danger, implying Luffy isn’t powerful enough to beat them yet, especially this early in the story’s final arc. Although it’s unclear who would win in a fight, Blackbeard’s willingness to do anything to achieve his goals gives him an edge.
2) Shanks

Shanks is a hugely important character in the story, and his strength is immense – he could easily defeat powerful opponents like the Admirals and other pirate emperors. He’s also Luffy’s biggest inspiration and the reason Luffy decided to become a pirate in the first place.
Shanks’ Haki is unmatched, as clearly shown when he frightened Admiral Green Bull from a great distance in the Wano Country arc – something no other character has ever done. Although Luffy is a powerful pirate with impressive abilities, he hasn’t yet demonstrated the same level of Haki that can overpower someone like Shanks.
1) Imu

From the beginning, One Piece has strongly hinted that Imu will be the ultimate villain. Imu appears to be immortal and possesses frightening powers, notably the ability to control others from a distance. This allows them to create an army of puppets, controlling minds and bodies without ever leaving Pangea Castle.
This character remains a mystery, particularly their relationship to Joyboy and their part in creating the World Government. The story has established that even as Luffy grows stronger in the Final Saga, overcoming this powerful opponent will be a huge challenge.
