
While Dragon Ball GT always stood out as a bit different in the Dragon Ball series, it featured memorable villains and incredibly high power levels. After Dragon Ball Super came out, many fans considered GT to be separate from the main storyline. Now, with the new series Dragon Ball Daima bringing back some of GT‘s best ideas – like Goku’s Super Saiyan 4 – and making them official parts of the story, GT might feel less necessary.
Despite its flaws, this series is still enjoyable and includes some of the best villains in the entire franchise. While the Shadow Dragons are incredibly powerful – among the strongest outside of Super – there are also two other villains who pose a significant threat. Here’s a ranking of the five most powerful villains from GT, based on their strength.
5) Baby Vegeta

I’ve noticed that almost every Dragon Ball series loves to have Goku and Vegeta clash, and GT does it by bringing back a familiar trick from the Majin Buu Saga: possessing Vegeta. This time around, the one doing the possessing is Baby, a really powerful alien parasite called a Neo Machine Mutant. Baby’s already dangerous, but he becomes a much bigger threat after taking control of Vegeta and becoming Baby Vegeta.
Baby Vegeta is often considered the most villainous form of Vegeta ever shown in the series. He easily overpowers Goku even when Goku transforms into a Super Saiyan 3. In fact, Baby Vegeta is the reason Goku first achieves the Super Saiyan 4 transformation, unlocking a whole new level of power. Throughout the entire battle, Baby Vegeta remains completely evil, making him potentially the strongest and most threatening evil version of Vegeta fans have witnessed.
4) Super Android 17

Super Android 17 is a villain created by the combined efforts of two of the Dragon Ball series’ most dangerous scientists. This enhanced version of Android 17 represents the height of android wickedness and strength. What sets him apart is his ability to become more powerful by absorbing energy—after taking in one of Goku’s energy attacks, he defeats Vegeta and puts up a strong fight against Goku’s latest transformation.
Luckily, Super Android 17’s immense power has a critical weakness. After absorbing energy, he becomes briefly defenseless. Goku and his friends take advantage of this opening and finally defeat him.
3) Eis Shenron

Though all the Shadow Dragons were strong, three of them were particularly challenging for the Z Fighters. Eis Shenron, the Three-Star Shadow Dragon, was one of these, and also one of the most malicious. All Shadow Dragons control a different element – Eis commands ice – but his defining trait is his extreme wickedness.
Eis is a ruthless villain who will stop at nothing to win, even using his brother, Nuova, as a human shield and employing dirty tricks. He tries to defeat Goku with underhanded attacks and sneakiness, hoping to kill him that way, but ultimately fails and is absorbed into another being. This combination of power and malice makes Eis one of the most villainous characters in the series.
2) Nuova Shenron

Nuova Shenron is the Four-Star Shadow Dragon, and he’s more powerful than his sibling. As a dragon, he perfectly represents fire, and carries himself with a proud, warrior spirit that commands respect. He’s incredibly difficult to defeat, especially during the day, because he’s shielded by a strong, sun-like aura that constantly replenishes his energy.
Nuova was powerful enough to overwhelm even Syn Shenron with his energy blasts, despite Syn being the strongest of the Shadow Dragons. He only lost because Syn attacked him unexpectedly while Nuova was starting to feel compassion for Goku and Vegeta. If Goku and Vegeta had spent more time with him, Nuova Shenron might have become an ally instead of an enemy.
1) Omega Shenron

Omega Shenron is the final and most powerful villain in Dragon Ball GT. Even before his final transformation, as Syn Shenron, he was incredibly strong, with only Nuova, the Four-Star Shadow Dragon, posing a significant threat. By absorbing all seven Dragon Balls, Syn evolved into Omega Shenron, becoming vastly more powerful than before.
No one could defeat him until Goku and Vegeta fused into Super Saiyan 4 Gogeta, finally reaching a comparable power level. In the end, Goku’s strongest Spirit Bomb was what defeated Omega Shenron. Because Omega Shenron was made of the negative energy built up inside the Dragon Balls, he wasn’t just incredibly powerful, but also a truly unique enemy.
