
As a huge Batman fan, I’ve always known he’s DC’s toughest hero, and it all comes down to where he operates. Gotham City is just… the worst. Seriously, it’s the most dangerous place on the planet, packed with truly terrifying criminals. We’re not talking petty thieves here – the gangs are incredibly violent and have a grip on a lot of the city’s power. And the supervillains? They’re the absolute worst, not just stealing things, but actively hurting and killing people. It’s a constant, brutal fight for Batman, but somehow, he always manages to pull through.
Batman constantly battles dangerous criminals, which has made him a uniquely skilled hero. However, he often holds back when dealing with certain villains, considering the severity of their crimes. These seven DC villains consistently receive leniency from Batman, and that has unfortunately led to many preventable deaths.
7) Zsasz

Victor Zsasz feels like a relic in Gotham City – he’s a straightforward serial killer who repeatedly escapes Arkham Asylum to hunt and kill. He marks each victim with a cut on their skin and has murdered hundreds over the years. This raises the question: if Batman won’t kill him, why doesn’t he permanently disable him? Zsasz is a dangerous and monstrous person, and while Batman avoids killing, there’s a strong argument for incapacitating such a violent criminal, even to the point of paralysis.
6) Hush

Hush isn’t a typical, widely-hated villain, but he’s remarkably skilled at manipulating Bruce Wayne. Tommy Elliot and Bruce were childhood friends, but Tommy always displayed psychopathic tendencies – he even killed his father and the mother who enabled the abuse to inherit their wealth. He became a surgeon, and ultimately turned to villainy, driven by revenge. Because of their history, Batman tends to hold back when fighting people he once considered friends, and that’s been a mistake with Hush. If Tommy were just another wealthy, unstable individual, Batman would have already seriously injured him.
5) Talia al Ghul

DC Comics features many compelling female villains, and Talia al Ghul consistently ranks among the most interesting. Her relationship with Batman is incredibly complex – they share a deep love and even have a son, Damian Wayne, but their conflicting ideals keep them from being together. This connection also benefits Talia, as Batman often hesitates to fully stop her, even when she commits horrific acts like mass murder. He doesn’t truly pursue her until the consequences are severe.
4) Mad Hatter

The Mad Hatter isn’t one of Batman’s most famous enemies, but he’s still a threat. Jervis Tetch, like many of Batman’s foes, struggles with mental illness, which often stops Batman from using excessive force. While it’s admirable that Batman hesitates to harm someone in a mental health crisis, the Mad Hatter is capable of murder, and being lenient with him can be a dangerous error. Sometimes, Batman’s restraint costs lives, and ultimately helps no one.
3) The Ventriloquist

The Ventriloquist, Arnold Wesker, suffers from a serious mental illness called Dissociative Identity Disorder. He’s created a second personality, Scarface, and uses his ventriloquism skills with a gangster puppet to act out violent thoughts. While Batman sympathizes with Arnold, that doesn’t change the fact that Scarface has killed people. Arnold desperately needs psychological help, and Batman being too lenient with him is a dangerous error that has already cost lives.
2) The Joker

The Joker is Batman’s most formidable enemy, and their conflict has played out many times. While Batman always fights with everything he has, it would arguably be best for everyone if he permanently stopped the Joker. Batman has the skill to inflict debilitating injuries – he even mentions in “Year One” that he could paralyze someone with a single kick. There’s no logical reason why he wouldn’t use that ability on the Joker to incapacitate him, even if temporarily. The Joker is resilient and would likely recover, but being taken out of action would still be beneficial.
1) Two-Face

Two-Face is a classic DC villain with a tragic backstory. He used to be Harvey Dent, a close friend of Bruce Wayne and Batman, and shared their goal of cleaning up the city. A brutal attack with acid left him scarred and unleashed a dark side that had been suppressed since childhood. Because of their history, Batman hesitates to seriously harm Two-Face, always hoping to redeem him. Two-Face exploits this reluctance, manipulating Batman into lowering his defenses. This has been an ongoing challenge for decades, and Batman needs to find a way to overcome it.
