
Ofcom has published a list of the TV moments that received the most complaints in 2025, and Love Island topped the list.
The broadcasting regulator received 14,121 complaints, mostly about claims that Love Island contestant Shakira Khan was bullied.
Although fewer people are complaining overall compared to last year, Ofcom has found that reality TV still gets the most attention from viewers who do complain. In fact, more than half of the top 10 most complained-about shows were reality TV programs.
Several shows received complaints, including Celebrity Big Brother on ITV2, Vanessa on Channel 5, and a segment on Sky News.
The complaint numbers published so far don’t include issues with BBC programmes, as the BBC addresses those directly through its own internal process. You can find a list of the ten most complained-about moments below, along with Ofcom’s replies to each complaint, on the Ofcom website.
Top 10 most-complained-about TV moments of the year
1. Love Island, ITV2, 24th July – 3,547 complaints
Complaints related to alleged bullying behaviour towards Islander Shakira Khan.
2. Love Island, ITV2, 22nd July – 2,509 complaints
Most of the complaints involved claims of bullying directed at Shakira Khan. A few other complaints concerned Megan Forte Clarke’s return to the villa.
Megan Forte Clarke had recently been eliminated from the show, but she returned as a surprise contestant, along with another previously eliminated Islander, Blu Chegini.
3. Love Island, ITV2, 23rd July – 2,002 complaints
Most of the complaints received focused on claims of bullying directed at Shakira Khan. There were also a few complaints about Megan Forte Clarke re-entering the villa as a surprise contestant.

4. Vanessa, 5, 10th June – 1,866 complaints
We received concerns about a conversation regarding breastfeeding, with some people believing the information presented was inaccurate or biased.
5. Headliners, GB News, 22nd January – 1,391 complaints
People raised concerns about a presenter’s remark that appeared to connect the LGBTQ+ community with child abuse, which they found offensive.
Ofcom investigated and found the live program violated broadcasting rules. It included a deeply offensive comment that wasn’t appropriate for the situation and didn’t meet generally accepted standards for content.
In addition to the complaints already filed with Ofcom, the Good Law Project collected 71,851 more and shared them with the regulator.
6. Today with Samantha Washington, Sky News, 7th June – 1,302 complaints
People protested that a statement made by the show’s host wrongly portrayed the Madleen – a ship attempting to bring humanitarian aid to Gaza – as not being peaceful.

7. Love Island, ITV2, 25th July – 1,296 complaints
Most complaints involved claims that Shakira Khan was bullied. We also received reports about Blu Chegini’s disrespectful communication with Toni Laites.
8. Love Island: All Stars, ITV2, 12th February – 1,240 complaints
Complaints related to alleged bullying behaviour between participants.
9. Celebrity Big Brother, ITV2, 9th April – 1,008 complaints
Complaints related to comments made by Mickey Rourke to JoJo Siwa.
Rourke faced significant criticism for his actions and statements while on the recent season of Celebrity Big Brother. Show producers had previously cautioned him before he ultimately left the show on April 12th.
Celebrity Big Brother announced that Mickey Rourke has left the house after speaking with producers about using offensive language and behaving inappropriately. A spokesperson confirmed he agreed to leave following the conversation.
10. The Brit Awards, ITV1, 1st March – 938 complaints
Complaints related to Sabrina Carpenter’s opening dance routine, and to Charli xcx’s outfit.
