Mayor Of Kingstown Season 4 Episode 9 Recap: Mike McLusky Makes Big Plans To Take Back Control

The next-to-last episode of Mayor of Kingstown season 4 has Mike McLusky starting his plans, but he’s facing a tight deadline in the always-turbulent town of Kingstown. With Callahan a fugitive, the Cartel gearing up for a turf war, and Frank Moses secretly trying to double-cross Bunny, the season is heading towards a chaotic conclusion with many loose ends to tie up.

A major focus of Mayor of Kingstown season 4 has been Kyle McLusky’s imprisonment and the constant danger he faces. Following the violent murder of his wife by Callahan, the biggest threats now stem from Kyle’s own actions, though episode 9 introduces some unexpected new developments.

Mike McLusky Finally Makes A Deal With Evelyn To Get Kyle Out Of Prison

For nearly an entire episode, the show Mayor of Kingstown avoided addressing Robert’s death. Season 4, episode 9 begins with Mike and Ian at Robert’s home as his body is taken away. Soon after, Evelyn, the assistant district attorney, arrives, saddened that Robert won’t be brought to justice and deeply affected by the news that Tracy has also died.

Right now, Mike is trying to negotiate Kyle’s release from prison, offering Frank Moses as a trade for his brother. Meanwhile, Evelyn quickly shifts back into professional mode. They reach an agreement, and Mike instructs Evelyn to start the process, as Moses is scheduled to arrive today.

Frank Moses Is Desperate For Revenge On The Man Who Killed His Partner

Following their agreement, Mike went to see Frank Moses, who was grieving the loss of a dear friend. Seeing Frank’s pain and rage, Mike vowed to track down the person responsible and help him get revenge.

This all fits perfectly with Mike’s scheme, since he originally told Lamar to target Moses and his friend. After talking to Moses, Mike calls Lamar and assures him the situation is resolved, giving him the all-clear to resume work.

Callahan Is Enjoying His Life Outside The Prison Walls

Merle Callahan is now somewhere outside of Kingstown. He orders a large meal at a diner—perhaps because he’s been deprived of good food in prison, or maybe he’s resigned to his fate and wants one last indulgence—but whatever the reason, he appears surprisingly calm.

After killing Tracy, Callahan seems pleased with himself. He directs his men from afar to continue fighting the McLusky family, calmly observing the resulting conflict.

Frank Moses Is Caught Red-Handed Murdering Lamar

Once Lamar is captured and restrained, he’s held in the basement of an empty house. This is where Mike directs Frank, wanting him to confront the man who killed his friend. Consumed by rage, Frank goes to the house intending to take revenge himself.

Frank began speaking directly to Lamar, passionately explaining his views on power and accusing Lamar of betraying their friendship. He didn’t allow Lamar to say anything in return, and while speaking, Frank shot Lamar several times in the head at close range.

I can’t believe Frank actually thinks he got away with it as he walked out of that house! But Mike did exactly what he promised – he called Ian and Stevie, and they were waiting to arrest Frank for the murder we all knew he committed. It’s over for him, and that means Kyle is finally going to be released. It’s just a matter of time now until my brother is a free man, all thanks to Mike keeping his word.

Breen Goes On A Killing Spree In Anchor Bay

Unfortunately, Correction Officer Breen, who transferred from the women’s prison, is creating problems for the plan. Warden Nina Hobbs has limited his duties because he previously used too much force with an inmate. Hobbs is aware of his history of violence and wants to prevent any further issues.

Initially, this arrangement worked well, with Breen kept busy organizing equipment in a storage room. But when he was asked to clean a cell in Ad Seg where an inmate had smeared feces, the other prisoners started loudly taunting him, making fun of his intelligence, skills, and everything about him.

Breen quickly became enraged by the constant chanting. Driven by pure anger and frustration, he stormed out, grabbed a shotgun, and returned, firing into each cell. This was the breaking point for Breen, as he brutally murdered the defenseless prisoners, who pleaded for mercy and tried to hide.

As Kyle braced himself for death, meeting his attacker’s eyes, Cindy Stephens fired the shot that killed Breen. This saved Kyle’s life and stopped Breen from harming any more prisoners.

Kyle Gets Into His Second Shootout In Less Than 12 Hours After Leaving The Prison

Once Mike was free, he took Kyle to the local diner to meet Ian and Stevie. They were planning to get Kyle to safety, so they ordered food to go. However, as they left, with Stevie leading the way, the group was suddenly attacked by armored men.

Stevie is shot, but his injuries don’t seem life-threatening. Everyone, including the diner’s hostess, scrambles for safety inside. This is the second time Kyle has been in a shooting in just 12 hours, and with the season finale of Mayor of Kingstown approaching, it’s unclear what will happen to him as the episode ends abruptly.
