The Penguin: Some Major Characters from The Batman Return in Finale Episode

As a die-hard fan who’s spent countless hours immersed in the gritty underworld of Gotham and the soaring heights of its fantastical protector, The Batman, I must say that the finale of The Penguin was a masterclass in storytelling and character development. The way showrunner Lauren LeFranc and executive producer Matt Reeves seamlessly wove key characters from The Batman (2022) into the narrative was nothing short of brilliant.

The Penguin Finale Episode had some major storylines to pay off – from Oz Cobb’s (Colin Farrell) gang war with Sofia Falcone (Cristin Milioti) to the final transition that made Oz go from street-level gangster to “The Penguin” we know from Batman lore. In the midst of all that, The Penguin Finale also had to deliver us out of this dark, mob world side-story back into the more fantastical world of The Batman movies. In order to do that, showrunner Lauren LeFranc and executive producer Matt Reeves made sure that some key characters from The Batman (2022) made an appearance in The Penguin Episode 8.

Mayor Bella Reál

In the show “The Penguin,” Bella Reál, played by Jayme Lawson, appears again following her debut in the initial episode. This time, she’s not just on screen, but in person, as Oz meets with corrupt city councilman Sebastian Hady (Rhys Coiro) at Gotham City Hall. During this meeting, Oz manages to set up Sofia Falcone to take the blame for his criminal activities throughout the series, effectively escalating the mob war and boosting Hady’s career. As Oz exits City Hall, he encounters Mayor Reál ascending the stairs to her office, surrounded by staff, discussing ways to handle the increasing disasters in Gotham. Unbeknownst to the new mayor, a cunning character like Penguin is already slipping into the background of her supposedly anti-corruption administration. However, it’s clear that Oz has his sights set on something more – and the mayor’s office is exactly what he wants.

GCPD’s Chief Bock

In The Penguin Episode 5, Chief Mackenzie Bock (played by Con O’Neill) with his deep, raspy voice made an appearance as he arrived to examine the Falcone Family Massacre scene. Later on in the series finale, during a recap montage, Bock was spotted again, leading a group of GCPD officers in a grand gesture to finally take control of the Falcone mansion, symbolizing the conclusion of the prolonged conflict between the Falcone and Maroni crime families.

Selina Kyle / Catwoman

Zoe Kravitz’s character Selina Kyle, also known as Catwoman, departed from Gotham and moved to the nearby town of Bludhaven, yet she seems to still be keeping tabs on events in Gotham. Although Catwoman doesn’t physically appear in the final episode of The Penguin, her influence is noticeable. When Sofia Falcone is eventually sent back to Arkham Asylum, a letter from someone claiming to be her half-sister arrives in her cell, delivered by her ally Dr. Julian Rush. We don’t get to see the contents of the letter, but it evidently brings joy to Sofia’s face, which might not bode well for Oz, or…

The Batman

In the finale of “The Penguin,” Robert Pattinson’s Batman doesn’t physically appear, but his influence is palpable. As the series draws to a close, Oswald Cobblepot, or The Penguin, takes full control of Gotham’s criminal underworld and creates a successful, respectable public image for himself – at a heavy personal price. In a twisted celebration of his victory, The Penguin dances the night away in the penthouse he long desired, accompanied by his long-term prostitute companion Eve (played by Carmen Ejogo). He lavishes praise on himself, speaking as if he is the undisputed ruler of Gotham, with nothing able to challenge his reign. Meanwhile, outside the penthouse, the Bat Signal illuminates the night sky, symbolizing that the forces of justice and order in Gotham still persist and may one day confront The Penguin’s rule.

The Penguin is now streaming on Max; The Batman: Part II has a release date of October 2, 2026.
