As of January 31, District of Columbia fire chief John Donnelly has reported that all 67 individuals are presumed to have perished, with ongoing efforts to retrieve the bodies.

On January 30th, the university posted on LinkedIn that she has spent her professional life championing civil rights, specifically focusing on challenging unconstitutional law enforcement tactics and unfair money bail systems in Tennessee, Texas, and Washington, D.C.

Following her graduation with a J.D. from Harvard Law School, Duggins spent time working as a litigator for both the Civil Rights Corps. and the Northern California branch of the American Civil Liberties Union, according to her biography on the CRC website.

Besides graduating from Wichita State University and Wichita East High School, Duggins also had a special bond with Kansas. Her previous pageant director, Larry Strong, mentioned that Duggins, who was once a popular pageant queen, made it to the top 10 finalists in the Miss Kansas Pageant not just once, but twice in 2014 and 2015.

In 2014 and 2015, she won the title of Miss Butler County, but didn’t win a crown at the recent prestigious competition.

Alongside Duggins, the regional jet was filled with 14 American figure skaters, coaches, and their families who were attending a camp in Wichita, Kansas, as reported by U.S. Figure Skating. Among them were six local skaters from the Skating Club of Boston, where the two-time Olympic medalist Nancy Kerrigan used to train.

Tragically, both the plane with 60 passengers and 4 crew members, and the helicopter carrying 3 individuals, plunged into the Potomac River.

The flight in question was a Bombardier CRJ-700 series, a Canadian-manufactured twin-engine jet, which was being flown by PSA Airlines, an affiliate of American Airlines.

Initially planned as a rescue effort, it has now evolved into a retrieval operation. On January 31, District of Columbia fire chief John Donnelly confirmed that all 67 passengers on board the two planes are now considered deceased.

At the press conference on January 30th, the official stated that they currently hold no hope for any survivors, but their focus is on locating all the deceased individuals and returning them to their families.
