
Okay, huge warning first: if you’re not caught up with the One Piece manga, turn back now, because I’m about to dive into some serious spoiler territory! As a massive fan, I’ve always been fascinated by how powers work in Oda’s world. It’s not just about Devil Fruits, though those are awesome! There’s also Haki, which is basically your spiritual strength. Unlike a Devil Fruit, which gives you powers just by eating it, Haki takes real training. There are three kinds: Armament, Observation, and the super rare Conqueror’s Haki. Conqueror’s Haki is incredibly difficult to get – only a few people in the whole world can use it! It’s said to be for those with the drive to rule, and it can even knock out weaker opponents just by being used. Mastering any Haki is tough, but Conqueror’s is on another level!
Besides the main character, a number of well-known figures have shown they can use Conqueror’s Haki. Although the series hasn’t fully explained the powers of all characters, the following ranking gives a good idea of each user’s strength. This list only includes those who have been officially confirmed to possess this ability; while characters like Dracule Mihawk and Monkey D. Dragon might also have it, they aren’t included unless it’s been shown in the story.
25) Don Chinjao

Although Chinjao isn’t the strongest user of Conqueror’s Haki, he’s become a vital ally to Luffy and is now part of the Straw Hat Grand Fleet. He first appeared during the Dressrosa arc, initially trying to fight Luffy to get back at Garp. But Luffy quickly beat him, clearly demonstrating that he is Garp’s son.
24) Eustass Kid

Eustass Kid is a powerful pirate with a massive 3 billion berry bounty. Although he hasn’t been seen since his confrontation with the Red Hair Pirates in Elbaph, it’s clear he’s far from helpless. While his ability with Conqueror’s Haki isn’t exceptional, his Devil Fruit powers are incredibly strong, more than compensating for any weakness.
23) Donquixote Doflamingo

Doflamingo is a remarkably cruel character, but his motivations aren’t about wanting to be king. He developed his unique powers as a child while nearly dying, and has since trained relentlessly with both his Devil Fruit abilities and Haki, making him incredibly strong. Though he’s currently locked up in Impel Down, his significance to the story suggests he’ll likely reappear.
22) Portgas D. Ace

Ace, the son of the Pirate King, was incredibly powerful, exceeding most others in the series. Sadly, he died young, at just 20 years old, before he could fully develop his abilities. While he possessed a remarkably strong Devil Fruit that allowed him to create fire, he often depended on its powers more than Haki, an ability he actually mastered when he was a child.
21) Charlotte Katakuri

Katakuri was the first character to demonstrate complete mastery of his Future Sight ability, which proved incredibly challenging for Luffy during their battle in the Whole Cake Island arc. Already considered a powerful figure as one of the Big Mom Pirates’ Three Sweet Commanders – with a bounty exceeding one billion berries – Katakuri surpassed expectations. Beyond his formidable Haki, he skillfully uses his Devil Fruit powers to create the illusion of being a Logia-type user, even though he actually possesses a Special Paramecia-type fruit.
20) Yamato

From a young age, Yamato admired the famous samurai Kozuki Oden and dreamed of being like him. As the child of Kaido, Yamato is incredibly strong, mastering powerful Haki, including the rare Advanced Conqueror’s Haki. They also have a potent Mythical Zoan Devil Fruit ability. Yamato is one of the very few characters who managed to split the sky during a clash of Haki with Kaido.
19) Roronoa Zoro

Zoro, Luffy’s loyal first mate, has become incredibly strong through constant training. He’s a top-tier fighter in the series, remarkable for achieving this without relying on the powers of a Devil Fruit. Every fight demonstrates his dedication and relentless pursuit of improvement. Though his Conqueror’s Haki isn’t fully mastered, his signature Three-Sword Style is powerful enough to overcome any weakness.
18) Boa Hancock

Hancock had a difficult past – she was once enslaved and forced to eat a Devil Fruit with a dangerous ability: turning people to stone. Despite this, she became a powerful pirate known as the Pirate Empress. She cleverly used her beauty to her advantage, though it was also what initially led to her years of enslavement by the Celestial Dragons. Although it’s been hinted that she possesses Conqueror’s Haki, a rare and powerful ability, she hasn’t shown it in action yet.
17) Sengoku

Most Marine Officers don’t aspire to great power, likely because the Marines themselves are a large and flawed organization. Fleet Admiral Sengoku, now retired, is a notable exception – he once demonstrated incredible strength with his Devil Fruit ability at Marineford. Even in retirement, he remains involved with the Marines, sharing his knowledge and experience with newer recruits.
16) Kozuki Oden

Oden was once Wano’s strongest samurai, but he was tragically killed by Kaido and his crew. About twenty years before his death, Oden had the power to defeat Kaido, who wasn’t as strong then. However, Oden was betrayed by his enemies. Even though he lost, Oden remains a legendary hero in Wano’s history.
15) Scopper Gaban

Gaban was first seen in flashbacks, but he truly appeared during the Elbaph Arc, where he encountered the Straw Hat Pirates. Despite his age, he’s incredibly powerful, easily defeating one of Imu’s Holy Knights – an elite group who serve directly under him. Had his son not also been Gaban, the former pirate likely could have defeated all of his opponents alone.
14) Silvers Rayleigh

Rayleigh, the trusted first mate of the Pirate King, was equally matched in strength to Gaban. Both were incredibly skilled fighters who didn’t rely on Devil Fruit powers. Rayleigh’s deep understanding of Haki and years of experience made him an excellent teacher, and he spent over two years training the future Pirate King after the war.
13) Charlotte Linlin

Big Mom, one of the Four Emperors, lost her battle in Wano and hasn’t been seen since. Although incredibly powerful, she depended heavily on her Devil Fruit abilities instead of Haki. Even so, she was a fearsome opponent, but her rule was cut short by the combined strength of Trafalgar Law and Eustass Kid.
12) Monkey D. Garp

More than twenty years ago, Garp was considered as strong as the legendary Gol D. Roger and was known as a hero of the Marines. Remarkably, he achieved this without any Devil Fruit powers, relying entirely on his Haki. Even as he aged and wasn’t at his peak, he could still fight off multiple powerful captains from Blackbeard’s crew. He likely would have won in individual fights against each of them, but he was overwhelmed when all of Blackbeard’s crew ambushed him at Hachinosu.
11) Kaido

Kaido was once considered the strongest being in the world, but he’s now thought to be defeated after his fight with Luffy. Even without the involvement of the CP0 agent, Luffy wouldn’t have won unless he’d unlocked the full potential of his Devil Fruit. Still, Kaido was unlike any opponent Luffy had ever faced, pushing him to his absolute limit. He possessed a powerful mythical Devil Fruit and mastered all forms of Haki, making him a truly formidable enemy.
10) Loki

Loki surprised fans with his incredible abilities revealed in the Elbaph Arc’s flashback, but it’s still unclear if he’s stronger than Luffy. He gained a powerful, ancient ability from the Elbaph royal family 14 years ago, and becoming the chosen wielder of the legendary warhammer, Ragnir, made him even more formidable.
9) Monkey D. Luffy

Most fans don’t fully grasp just how incredibly strong Luffy has become after awakening his Devil Fruit, mainly because he tires out so quickly. He’s always had exceptionally potent Conqueror’s Haki, and mastering a more advanced form of it during the Wano arc gave him a significant advantage against Kaido. As the story progresses, Luffy’s power is increasing rapidly, and it’s clear he’s on track to become virtually unbeatable.
8) Five Elders

Ranking the Five Elders individually is nearly impossible, but they all share a powerful ability called Conqueror’s Haki. It seems they each have a Devil Fruit that transforms them into monstrous forms, fitting for their intimidating roles. Following Saturn’s defeat on Egghead, he was succeeded by Figarland Garling, who appears even more frightening.
7) Edward Newgate

Edward Newgate, better known as Whitebeard, was a legendary pirate considered one of the strongest ever to live. He was equal to the infamous Gol D. Roger, and some believed he could have surpassed even the status of a Yonko, but that wasn’t what he desired. Whitebeard possessed the incredibly powerful Tremor-Tremor Fruit, a Devil Fruit capable of creating devastating earthquakes and natural disasters. Combined with his mastery of Haki, he was nearly invincible. Even weakened by age and illness during the Marineford Arc, he demonstrated a fraction of his true strength, leaving everyone in awe.
6) Gol D. Roger

Even though we’ve only seen a little of Roger’s strength, it’s clear why he was known as the Pirate King. What sets Roger apart from someone like Whitebeard is that he accomplished everything without relying on the powers of a Devil Fruit. He was an incredibly skilled swordsman, capable of easily defeating Kozuki Oden, considered the strongest samurai in Wano Country.
5) Harald

Harald, descended from the Ancient Giants, is considered the most powerful king in Elbpah’s history. Years ago, he fought Rocks D. Xebec, who was fleeing Marijoa after killing an Admiral. Their battle was incredibly destructive, wiping out everything within five kilometers. Afterward, Harald dedicated himself to strengthening ties with the World Government and securing a prosperous future for his kingdom.
4) Rocks D. Xebec

Even though Xebec died 38 years ago, he’s still considered one of the most terrifying pirates ever to sail the seas. It’s said that decades ago, during a Reverie, he managed to get into the highly secure Flower Room and encountered Imu. What’s more, he reportedly killed a Marine Admiral without even being injured, suggesting he was far stronger than even the most powerful Marines. Later, after becoming a pawn of Imu during the God Valley incident, it took the combined strength of Roger and Garp to finally defeat him.
3) Shanks

Many fans consider Shanks to be the strongest character in the series, and he likely would be if not for Imu being the ultimate villain. His power is clearly immense; no one else has demonstrated Conqueror’s Haki with such terrifying force. He can effortlessly defeat even strong opponents, and has even intimidated an Admiral from a great distance, forcing them to retreat.
2) Imu

The Imu aren’t frightening because of their fighting ability; their real power is complete control over others. They can remotely kill people and create more puppets from within Pangea Castle. The Elbaph Arc reveals more about their abilities, confirming they can both disable a target’s senses and significantly boost their own power.
1) Joy Boy

We don’t know much about this character yet, not even what he looks like. However, the story has strongly suggested he was incredibly powerful – someone even Imu fears. A small amount of his powerful spirit, held within Emeth for hundreds of years, was enough to overwhelm Imu, and the impact was felt across vast distances. He single-handedly fought an entire alliance of nations, but the circumstances surrounding his death, and how it ended the great war, remain a mystery.
