
Season 2 of Monarch: Legacy of Monsters brings us back to the Monsterverse with a new, powerful monster called “Titan X.” This amphibian kaiju appeared at the start of the season and is already causing problems for ships around the world. To make things worse, it killed a key leader at Monarch, Deputy Director Verdugo, creating a leadership gap that’s impacting the organization.
It’s a twist of fate that Tim, a long-time member of the Monarch team, is now in charge of containing Titan X. While he’s experienced, Tim is much better at coming up with theories than leading – he used to be relegated to a back room and considered something of a failure. Now, he’s unexpectedly leading operations from Monarch’s mobile base, Outpost 18, on what could be the most crucial mission since the day Titans first appeared. However, Tim’s position hides a surprising secret…
We Still Don’t Know Who Really Runs Monarch

Previously, Monarch was led by three people – two scientists, Keiko and Bill, and a soldier named Lee. A poor choice by Lee allowed the U.S. military to take over, effectively sidelining the original team. Since then, it hasn’t been clear exactly how Monarch and the U.S. government work together. We know Monarch operated secretly behind enemy lines during the Cold War, and it seems likely they’ve grown into something bigger than just a U.S. operation.
Season 2 of Monarch takes place in 2017, within the established Monsterverse timeline. It’s set three years after Godzilla attacked San Francisco and two years after the organization Monarch publicly revealed its existence. This announcement was made by Deputy Director Verdugo, who appeared on live television to explain Monarch’s purpose. The newly established Outpost 18 indicates that Monarch has grown its operations, possibly with support from the United Nations, giving it a worldwide reach.
Here’s the problem: after two seasons of the show, it’s still unclear who Verdugo reports to. If she’s a deputy, who is her boss? Season 2, episode 2 of Monarch finally gave us a name – “Director Barris” – when Tim tried to get instructions. While we now have a name, Director Barris remains distant and mysterious. We know nothing about his motivations or what he’s trying to achieve, and that’s a crucial piece of the puzzle.
The World Is Responding To Godzilla & Kong

A lot has happened in the two years since the last film. Most significantly, Monarch has partnered with Apex Cybernetics, a company that secretly knew about the Titans all along. It’s become clear Apex has been trying to steal Monarch’s research, and they have two main objectives: building weapons to fight the Titans and finding a way to control them for their own purposes. This ultimately led to the creation of Mechagodzilla, which we saw in Godzilla vs. Kong.
What’s Director Barris’s position on the Titans? It’s crucial to remember that for thousands of years, humans and Titans have coexisted peacefully. While Titans can be dangerous, they usually stay away from populated areas, and there are ways to control them. Keiko and her group believe in this approach, seeing Titans as a natural part of the world. However, others want to eliminate them – the U.S. military initially tried to destroy Godzilla with a bomb, for example. Director Barris might share that view, or could even be trying to use Titans as weapons.
There are two key things happening in the MonsterVerse. First, the alliance between Monarch and Apex is almost guaranteed to fail, as they’ll become fierce competitors by the time Godzilla vs. Kong rolls around. Second, the complete absence of Director Barris in later films is very strange. These two points strongly suggest that Season 2 of Monarch is building towards a significant split within the organization, ending their partnership with Apex and potentially leading to Barris’s downfall. This important storyline is cleverly hidden within the larger plot involving the Titans and other monsters, and it promises to be very exciting.
