This has left fans eager to learn more about the history and key figures within Hell’s nine layers. At the end of Season 2, we’re still left with many of the same questions we had after Season 1, like what will happen to Charlie’s hotel and whether Vox will succeed in his attempt to take control of Heaven. One particularly intriguing character is Rosie, the friendly and helpful Overlord of Cannibal Town. Her kindness is unusual in Hell, and the fact that she secretly owns Alastor’s soul makes her a central figure in the unfolding story.

Rosie’s Untold Power Suggests She is Someone of Biblical Proportion

Many theories suggest Rosie isn’t just another damned soul, but a very old and powerful figure connected to stories from Jewish and Christian traditions – the same kind Medrano often uses in his work. The reasoning is straightforward: her widespread influence, the unusual nature of Cannibal Town, and her unwavering self-assurance all suggest she existed long before the 1900s.
The idea proposes that the character Rosie is actually Eve, the first woman from the biblical Garden of Eden. The reasoning is compelling: if Adam is connected to the exterminators and Lilith is Lucifer’s ex-wife, then Rosie completes the picture of humanity’s origins. As the first person to disobey God and gain knowledge, Eve would naturally have a unique power in Hell, different from those who were later condemned. Rosie’s old-fashioned style also fits with the idea that she’s an ancient figure who has witnessed everything throughout history.
A popular theory suggests the new character, Rosie, is actually a major villain named Roo. Recent social media posts from a show producer confirm an actor has been cast and has already recorded dialogue, lending credibility to this idea. This theory connects to the show’s established history, as Rosie appears to have a power level exceeding even Lucifer’s – the ability to directly impact the human world. This makes her a strong candidate to be the original source of evil, known simply as Roo.
One of the most compelling ideas about this character is that she’s actually a fallen angel. This would easily explain her incredible power, which is as strong as, or even stronger than, many of the most powerful demons we’ve seen. If she fell from grace after Lucifer but before the Great Flood, she’d naturally possess immense celestial power that a typical demon couldn’t match. This theory also solves the puzzle of why she doesn’t seem worried about the yearly Extermination—she might not be as affected by angelic weapons as other demons. Her ability to make deals that change the balance of power in Hell suggests a power source far beyond that of a regular damned soul. Finally, there’s Rosie’s neck, which looks remarkably similar to Lute’s, and the feather motif on her hat, hinting at angelic origins.
The Terms of Rosie’s Deal With Alastor Logically Prove She’s Not a Typical Sinner

The clearest sign that Rosie is far more powerful than anyone realized comes from her past with Alastor, the Radio Demon. As shown in Season 2, Episode 3, “It’s a Deal,” she made a deal with him: she promised that if he died and was condemned to Hell, he would become the most powerful sinner there. This agreement is also central to the idea that Rosie isn’t a sinner herself.
If Rosie is just another of Hell’s Overlords – a human soul like any other – then Alastor becoming the most powerful sinner would logically make him stronger than her. However, everything we know about Rosie suggests she’s a long-established, incredibly powerful figure. She wouldn’t willingly let someone new surpass her unless she believed the title of ‘most powerful’ didn’t actually belong to her.
The idea is that Rosie is either a creature born in Hell, like Charlie or the Hellhounds, or, more probably, someone who never truly died on Earth. If she didn’t die, she avoided judgment and being sent to Hell as a sinner, placing her in a completely different power class. Her agreement with Alastor to make him the ‘most powerful sinner’ is a clever trick. She officially recognizes his high rank among sinners to fully claim his soul, while her own power – stemming from her potentially angelic, biblical, or entirely unique origins – stays separate and remains stronger.
This difference in her position lets Rosie be both incredibly powerful and a useful friend to Alastor, all without putting her own power at risk – even if Alastor doesn’t realize just how strong she is. Because the world of Hazbin Hotel relies on carefully worded deals and loopholes, Rosie’s ability to create such a specific agreement – taking a human soul and making it the strongest of its kind in Hell – subtly hints at her true nature. It suggests she’s above the power struggles of the Overlords, watching from a safe and superior position. Fan theories propose she could be Eve, a fallen angel, or some other ancient, un-damned soul, but they all agree on one thing: Rosie holds the key to one of Hell’s oldest and most important secrets.
