On the 27th of February, a grand gathering took place at Cyberport, aptly named the “AI Safety, Trust, and Responsibility” forum. Here, esteemed international AI scholars convened to discuss the weighty matters of governance, safety, and the ever-elusive concept of responsible innovation. But wait! Just a day prior, on the 26th of February, the Hong Kong government unveiled its 2025–26 budget, which, in a stroke of genius, decided to focus on emerging technologies. The aim? To “seize the critical opportunities presented by technological reform and artificial intelligence development.” One can only hope they don’t seize too hard! 😅

Hong Kong invests heavily in Web3 and AI via the Cyberport hub

In a move that would make even the most seasoned investor raise an eyebrow, the Chinese Special Administrative Region allocated a cool 1 billion Hong Kong dollars (or $125.5 million, for those counting in dollars) to establish the Hong Kong AI Research and Development Institute. Financial Secretary Paul Chan Mo-po, in a speech that surely echoed through the halls of power, announced this grand initiative.

This institute, a beacon of hope for the technologically inclined, is dedicated to “facilitating upstream R&D, transforming midstream and downstream R&D outcomes, and expanding application scenarios.” Quite the mouthful, isn’t it? 🍽️

Cyberport has also signed numerous Memorandums of Understanding (MoUs) with universities and institutions, ensuring that students have ample opportunities for internships and employment. Lastly, the Hong Kong government has allocated a whopping $3 billion Hong Kong dollars ($385.6 million) to Cyberport for the launch of a three-year AI Subsidy Scheme.
