NBC’s Chicago P.D. Star Reveals Who Faces The Worst Consequences From Last Season’s Finale, And Even The Showrunner Thinks It’s Not Fair

Chicago P.D. wrapped up its last season on a positive note with Burgess and Ruzek finally getting married, but the Season 13 premiere, scheduled for 2025, will explore the repercussions of Voight and his team acting outside the law. Although Deputy Chief Reid is no longer a threat, showrunner Gwen Sigan and star Jason Beghe have revealed which characters will suffer the most this fall, and even Sigan acknowledges that the situation isn’t fair to them.

The first episode of Chicago P.D. Season 13 is titled “Consequences.” According to NBC, the episode will show Voight working with a surprising partner to catch a murderer, all while trying to rebuild his Intelligence team. This “unlikely ally” is likely Officer Eve Imani, a new character portrayed by Arienne Mandi. However, a key question is just how much effort Voight will need to put in to get his old team back together.

The team was broken up in the second-to-last episode of Season 12, and the fall preview for One Chicago reveals several members now wearing standard police uniforms instead of their typical casual attire. But which of them is dealing with the biggest fallout from the events of the season finale earlier this year?

I posed that question to Gwen Sigan and Jason Beghe at NBC’s recent One Chicago premiere press event. The showrunner answered, “I don’t think it’s Voight.” Jason Beghe then stated, “it’s Burgess,” but added that “Benny [Levy Aguilar]” was also a possibility. Sigan went on to explain:

Burgess and Torres are upset because they’ve misplaced their badges. It’s particularly frustrating for Burgess, who didn’t do anything wrong. They’re really feeling the pressure.

Torres got in serious trouble during Season 12 by becoming involved with a confidential informant, and though he wasn’t the first Chicago P.D. character to do that, he unfortunately got caught. Burgess simply helped him avoid consequences, which, according to the show’s creator, wasn’t really a significant offense – she “really didn’t do anything.”

The CPD taking away her detective badge feels like an overreaction to what happened. It’s possible the happiness from the Burzek wedding won’t carry over to her work! However, Torres could be facing the biggest challenges after Season 12. Jason Beghe said:

Torres believes he’s responsible for everything, and I suspect he’s feeling quite guilty. It really couldn’t have happened to a more troubled [character].

Catholicism has deeply influenced Torres’ personality since Benjamin Levy Aguilar became part of the Chicago P.D. cast, so it’s understandable he’ll continue to struggle with guilt when the show comes back. Sigan explained further:

When we locate him, he’ll undoubtedly feel he deserves punishment for his actions, believing he’s somehow earned it.

I’m not saying Torres should have his life ruined because of his errors in Season 12, but his choices created the problem where Chief Reid could manipulate the Intelligence Unit. Unlike Torres, Burgess’ mistake was more about *not* acting than about doing something wrong.

Naturally, Chief Reid won’t cause any trouble for the team in the upcoming season, considering Voight arranged for his death at the end of the last one. If the entire Intelligence Unit reunites this season, it might hinge on whether officers with stronger moral principles than Reid are willing to work together.
