
With One Piece nearing its conclusion, the story is building towards a massive final battle. A recent chapter suggests we now know how many major villains the Straw Hats and their allies will have to defeat. The current Elbaph arc is proving to be incredibly revealing, as expected from what’s considered the final story arc before the series’ climactic war. This arc has also shed new light on the God Valley Incident, a key event in One Piece history, changing what fans previously understood about it.
This flashback focuses heavily on the villains, particularly those connected to Imu and their quest for immortality. While many fans thought Imu and the Five Elders would be the final enemies, the introduction of the God’s Knights – who share similar powers with Imu – suggests a larger threat. It now appears that Imu, the Five Elders, and the God’s Knights are all part of the ultimate opposing force. Chapter 1167 may have also revealed that there are fourteen villains in total who are allied with Imu.
One Piece Chapter 1167 May Have Included a Subtle Hint Confirming the Main Villain Count

In One Piece chapter 1167, titled “Ida’s Sons,” Harold is working to get the island of Elbaph officially recognized as part of the World Government. The Five Elders tell him that joining the God’s Knights would guarantee this recognition. To become a God’s Knight, individuals need to make a special agreement with Imu. They explain there are two types of agreements – the Depths Covenant and the Abyssal Covenant – and only 13 people will ever be chosen to make one of them.
It’s currently unclear what distinguishes the two types of bonds, but it seems the Depths Covenant might be for the God’s Knights, and the Abyssal Covenant is likely reserved for the Five Elders. Importantly, the Five Elders have stated that only 13 people can receive these bonds, meaning only 13 individuals will fight in the final battle alongside the World Government. Adding Imu to that number gives us a total of 14 major antagonists.
This suggests we’ll likely see more of the God’s Knights revealed as characters. The fact that there are 14 major villains supports the idea that Imu commands a small, loyal group, as other parts of the Navy don’t seem to follow Imu’s orders as strictly. With Imu and their followers becoming the main villains, it’s becoming more probable that groups like the Blackbeard Pirates will team up with the Straw Hats and allies like Shanks to defeat Imu and their forces in a final, large-scale battle.
