It wasn’t until Chapter 957 that he was first brought up, when the alliance between Kaido and Big Mom sent the Marines into turmoil. In this period, retired Fleet Admiral Sengoku shared knowledge about history that had been forgotten by many. The World Government concealed the truth behind the God Valley Incident, but they did reveal that Garp took down some of the most notorious pirates in existence. This led to him being hailed as a hero within the Marines, yet his victory wasn’t solely attributed to himself, as it was an alliance between Roger and Garp.
Despite Xebec’s defeat and disbandment of his crew 38 years prior, notable members like Whitebeard, Kaido, Big Mom, Shiki, and many others established their own reputations in the world. The narrative never unveiled Xebec’s identity or any details about him beyond a legendary tale shared among a select few. Even Kuma’s backstory only hinted at the God Valley Incident without revealing the famed pirate himself. However, the Elbaf Arc is now providing more insights into the Rocks Pirates’ legend.
One Piece’s Elbaf Arc Finally Introduces Rocks D. Xebec

In Chapter 1154, we’re introduced to Rocks D. Xebec for the first time, who is known as Blackbeard’s father and the individual responsible for slaying an Admiral. Seeking Harald, he instead encounters his son initially. The recent Chapter 1155 unveils that Xebec killed an Admiral during the Reverie, which earned him a substantial bounty on his head. Shortly after this act, Xebec engaged in a fierce sword fight with Harald, a battle so powerful it dispersed everyone within a five-kilometer area. Since becoming a fugitive, Xebec has traversed the seas and amassed a crew of skilled fighters from various backgrounds.
In addition, he engaged in the infamous Davy Back Fight to augment his crew, but not as an official pirate group with a flag. Instead, they were a band of formidably strong outcasts who joined forces informally. Xebec accompanied these individuals to Elbaf, seeking Harald’s allegiance. During their confrontation at the Reverie, Xebec was struck by the Giant King and his might. However, Harald had obligations, and he couldn’t jeopardize his nation’s future, so he consistently declined Xebec for years. The chapter concludes with a dramatic twist hinting that this specific occurrence may have spawned the Rocks Pirates, a revelation we can expect in the upcoming chapter.
