The Emperor’s plan to trace the remaining Jedi was deeply flawed, shedding light on the desperate, and maybe even hasty, state of his newly established Empire, despite his decades of intricate maneuvering and plotting.
In simpler terms, the rough tactics used by the early Empire played a significant role in preserving numerous Jedi. These methods, in turn, provide a strong argument for why the Inquisitorius was eventually formed – a group known for its more focused and ominous approach.
Emperor Palpatine’s Initial Jedi-Hunting Strategy Was Fundamentally Flawed
In the seventh issue of “Legacy of Vader”, it’s revealed that the Galactic Empire’s initial strategy for finding surviving Jedi was surprisingly unsophisticated. This approach involved Imperial officers and clone troopers giving out lists with names and descriptions of suspected Jedi survivors to local authorities and civilians. Compared to the refined and systematic methods employed later by the Empire, this basic system was full of flaws and a striking lack of planning – which accounts for why many Jedi were able to evade capture.
The main flaw in this approach lies in the possibility of misidentifying a Jedi. A list of physical characteristics, though accurate at the last known point of the Jedi’s existence, isn’t trustworthy for extended manhunts. After escaping, many Jedi altered their names and appearances, cutting their hair and adopting ordinary attire rather than robes. The absence of a centralized, specialized force made this tactic largely ineffective, which is why the Jedi, although scattered, were not entirely wiped out.
The Inquisitorius Was Born Out of a Need for a More Effective Jedi-Hunting Force
The obvious flaws in the Empire’s initial method of hunting Jedi prompted the swift creation of the Inquisitorius, a unit of ex-Jedi agents with heightened Force sensitivity, making it both sensible and crucial for their mission. This elite team, supervised directly by Darth Vader, proved far more efficient than merely distributing lists to local authorities. Unlike the previous method, the Inquisitorius did not depend on civilians for information, and their Force-sensitivity enabled them to trace their targets in ways that neither regular clone troopers nor ordinary citizens could accomplish.
The Inquisitorius’ skills significantly contributed to their victories, as they capitalized on something the Jedi were striving to conceal: their link to the Force. In Legacy of Vader #7 – Grandea – we see how such a connection could backfire, with Grandea sensing Kylo Ren’s identity because it was evident in his thoughts. Although Grandea didn’t delve into Kylo’s mind maliciously, her experience demonstrates the kind of psychic and Force-based detection that the Inquisitorius would ultimately master. They could detect a Jedi’s presence, their fear, or even their efforts to hide from the Force. This was essentially the opposite of the Jedi’s own survival strategies, which frequently involved concealing their connection to the Force and living incognito.
The Inquisitorius served as a steadfast, devoted force for the Empire, loyal to the new regime and fueled by a deep-seated animosity towards the Jedi. For Palpatine and Vader, the elimination of the Jedi was not just an official duty; it was a deeply personal mission. These hunters were not mere soldiers following orders; they were extensions of their will. The Inquisitorius formed a self-sufficient unit that did not require a civilian bounty system. They worked covertly, employing fear, intimidation, the Force, and retribution to achieve their goals. Their effectiveness stemmed from their unique talents and unwavering focus, making them the ideal answer to the Empire’s initial, ineffective efforts to eradicate the last vestiges of the Jedi Order.
