
Akira Toriyama created villains in *Dragon Ball* who, even at their weakest, were incredibly dangerous. Characters like King Piccolo and Raditz weren’t as powerful as later enemies, but they could still wipe out cities – or even planets – if they wanted to. However, there are a few villains who were even weaker than those two, and we’re going to take a look at them.
The Pilaf Gang
Pilaf, Mai, and Shu have been recurring villains in *Dragon Ball* for a long time, but they haven’t gotten much stronger. Right now, they’re probably weaker than kids, especially since they’re so small. While their robots give them a boost, they’re still no match for the Z-Fighters. Despite this, they consistently cause trouble for Goku and his friends whenever they try to collect the Dragon Balls.
General Blue

General Blue was one of the first villains in *Dragon Ball* and played a key role in forming the Red Ribbon Army. Though the Army later created powerful enemies like the Androids and Cell through Dr. Gero’s work, General Blue himself never reappeared. He posed a challenge to the young and unskilled Goku, but was ultimately defeated by Tao Pai Pai – another strong fighter who will also appear on this list. Even so, Tao Pai Pai was much more powerful than Blue. While not a major threat to the world, General Blue served as a good early obstacle for Goku.
Monster Carrot

Okay, so Monster Carrot is seriously weird – a giant, talking rabbit who acts like a bad guy! Honestly, he might be more of a problem than some of the bigger threats like General Blue and the Pilaf Gang. He can’t blow up planets, sure, but just *touching* someone turns them into a carrot! It’s so strange. The really odd thing is, he never came back after his first appearance – he’s still stuck on the moon! Considering how powerful Goku and Vegeta are now, being able to destroy entire galaxies, I guess Monster Carrot wouldn’t stand much of a chance these days, but he’s definitely a memorable villain!
Ninja Murasaki

Some villains from *Dragon Ball* aren’t powerful enough to stand out in the main series, where characters can destroy planets easily. Ninja Murasaki is a good example of this. He was quickly defeated by young Goku and wasn’t seen much afterward, only appearing briefly in *Super Dragon Ball Heroes*. However, if Murasaki had been introduced in a series like *Lupin The 3rd* or *Cowboy Bebop*, he could have become a much more significant character.
Bacterian

We included Bacterian on this list purely because he’s so revolting. Like other villains here, he wasn’t a powerhouse who could shoot energy beams. Instead, he was threatening due to his disgusting methods. Bacterian happily used bodily fluids to try and defeat his opponents, and even though Krillin was the stronger fighter, he almost lost. Krillin only won by being even *more* smelly than Bacterian – a truly infamous scene!
Commander Red

Commander Red wasn’t a particularly strong fighter, similar to General Blue, but he played a significant role in the Dragon Ball story. As one of the founders of the Red Ribbon Army, he was a key villain in establishing the organization. However, Red couldn’t hold his own in a direct fight against someone like Son Goku. And speaking of memorable Red Ribbon Army villains…
Dr. Hedo

We had a tough time deciding which villains from *Dragon Ball Super: Super Hero* to include. Magenta and Carmine were certainly threats, especially Carmine with his powerful robotic armor. However, Dr. Hedo’s real strength was his intelligence. Despite being the grandson of Dr. Gero and appearing as a child, he created incredibly powerful beings like Cell Max, Gamma 1, and Gamma 2. It’s likely Gero himself could build a similar advanced suit to become stronger than characters like Tao Pai Pai. Which brings us to thinking about…
Tao Pai Pai

Okay, so Tao Pai Pai… was he *really* that strong? That’s always up for debate! But honestly, it’s awesome that he keeps coming back in the Dragon Ball series after his first appearance. What I find so cool about him is that, compared to normal people in the Dragon Ball world, he’s legitimately scary! I mean, the guy can *kill with his tongue* and ride a log he throws with super speed! He even got cybernetic enhancements, which were pretty neat. Sadly, even with all that, he just couldn’t reach the power levels of Goku and the Z Fighters. Still, a fantastic villain!
Tambourine

Tambourine, being Piccolo’s son, wasn’t nearly as strong as the original Piccolo from the early *Dragon Ball* series. Though weaker than many villains the Z-Fighters would face later on, Tambourine caused them a lot of trouble when they first encountered him. He notably killed Krillin in their first fight, which motivated Goku to confront Piccolo. While Tambourine could easily defeat weaker opponents like Ninja Murasaki and General Blue, he still deserves recognition as a significant early villain.
Master Shen

I always thought it was interesting that Master Shen apparently trained with Master Roshi, but he didn’t seem to reach the same level of strength. Still, older *Dragon Ball* materials actually listed his power level around 120, which was surprisingly high – even above some other characters! But honestly, Master Shen’s biggest impact wasn’t his fighting ability. He’s really remembered for *who* he brought into the story. He introduced us to Tenshinhan and Chiaotzu, and they’ve been important supporting characters in the *Dragon Ball* world ever since.
