Originally a creature confined to a flask, he grew to despise humanity and spent centuries devising a plan to surpass even God in power. He achieved this by deceiving the king of Xerxes, promising him immortality in exchange for sacrifices. In reality, he manipulated the king into absorbing the souls of the entire city, granting Father immortality instead.
Afterward, he created the seven Homunculi to help him carry out his plan: to recreate the events of Xerxes in Amestris and achieve a perfect body. To do this, he attempted to absorb the Gate of Truth, conducting a large-scale ritual to open it. However, he failed and was pulled into the Gate, becoming trapped by the very Truth he’d tried to control. Even after all this, he felt no regret for the lives he’d destroyed, believing himself to be above others. He didn’t even realize how his arrogance and ambition to become a god ultimately led to his ruin.
9) Dio Brando (JoJo’s Bizarre Adventure)

Driven by his own arrogance, Dio caused destruction everywhere he went. His journey into deeper villainy began in Phantom Blood, where he showed no appreciation for the Joestar family, despite their kindness. He even poisoned his adoptive father, George Joestar, and after becoming a vampire, launched an attack on Jonathan Joestar, establishing himself as a truly notorious villain. But this was only the first step in his evil plan.
In Stardust Crusaders, Dio fully gave in to his villainous side and unleashed the power of The World, an incredibly strong Stand. Driven by a desire to control the world, he manipulated his followers and brutally killed anyone who opposed him. All For One dedicated centuries to becoming the ultimate villain. He didn’t simply want power; he wanted to conquer the world and reign as a demon lord. He gained this power by stealing Quirks – unique abilities like super strength, the power to create air blasts, decay, and even reverse damage – and collecting them for himself, effectively becoming an unstoppable one-person army.

He deliberately gave Nana Shimura’s grandson, Tenko Shimura, a devastating ability and then manipulated events to cause the death of Tenko’s entire family. This allowed him to groom Tenko as a villain. He did all of this as part of a long-term scheme to find a suitable body for stealing the One For All Quirk and, more importantly, to inflict immense emotional pain on All Might by destroying the reputation of the hero’s cherished mentor.
Tenko wasn’t the only child All For One exploited. He created an orphanage filled with vulnerable children and, with Doctor Garaki, conducted human experiments to create powerful beings called Nomu. He committed many other terrible acts as well. My Hero Academia consistently demonstrates that villains are shaped by their experiences, but All For One seems to be a natural-born evil, which is why he’s considered one of the worst villains in anime history.
6) Kyubey (Puella Magi Madoka Magica)

Kyubey appears to be an adorable plush cat, but he’s actually a manipulative creature. He tricks young girls into becoming Magical Girls by offering them the chance to fight evil Witches. What they don’t know is that becoming a Magical Girl means losing their soul, and that eventually, all Magical Girls are doomed to become Witches themselves.
Kyubey may not experience emotions like humans, but he clearly understood what others were feeling. He used this knowledge to manipulate them, exploiting their weaknesses with personalized tactics. While each magical girl contract appeared to be a dream come true, it was actually a carefully disguised path to death. What truly made Kyubey terrifying was his emotionless, calculating nature. He tricked people without remorse, believing he was making a necessary sacrifice to save the universe from destruction. This complete lack of empathy, combined with his calm and collected behavior, is what makes him such a disturbing villain in anime.
5) The Major (Hellsing Ultimate)

The Major is defined by his obsession with war and violence. A former SS officer under Hitler, he was tasked with creating artificial vampires for use in World War II. However, his goals weren’t limited to serving Germany; he ultimately wanted to plunge the entire world into chaos and darkness.

4) Frieza (Dragon Ball Z)

Frieza quickly became one of the most memorable villains in Dragon Ball Z when he first appeared. What sets him apart from many other villains is that he isn’t simply motivated by rage; he’s a calculating character who desires galactic domination and will eliminate anyone who opposes him.
Frieza destroyed Planet Vegeta simply because he no longer needed the Saiyan race. He showed the same cruelty later by massacring the peaceful Namekians, all to obtain their Dragon Balls. He does it just for the fun of it, laughing as he twists people into unrecognizable shapes. It’s pure, gleeful sadism.
Mahito’s heartless actions were shocking, even to a powerful sorcerer like Nanami Kento. Ultimately, his overconfidence proved to be his undoing when Kenjaku consumed him, stealing his abilities to advance a sinister agenda. Despite his defeat, Mahito’s disturbing laughter and cruelty left a lasting impact on both Yuji and viewers, establishing him as a truly detestable villain.

1) Shou Tucker (Fullmetal Alchemist)

Despite only appearing briefly in both Fullmetal Alchemist and Fullmetal Alchemist: Brotherhood, Shou Tucker became one of the most disliked characters among fans – and understandably so. He was introduced as the Sewing-Life Alchemist, a respected State Alchemist famous for creating a chimera that could speak. However, his true nature was far more disturbing.
