The Naruto series reached its peak when Naruto Uzumaki became one of the most powerful characters in the entire story. By harnessing the power of all nine tailed beasts and becoming the perfect host, Naruto’s strength is unmatched, earning him the reputation of the world’s strongest ninja. However, the newer Boruto series has shifted its focus away from sheer power levels to keep the story engaging and build excitement around Naruto’s son.
The Naruto series started to dramatically increase the level of power when it introduced Kaguya, a being from another world who appeared among ninjas. Building on the power established by Kaguya Ōtsutsuki, the Boruto series has now introduced characters who are even more powerful. Although Naruto is still incredibly strong, he wouldn’t be able to compete with some of the newer characters in the sequel series.
5) Hidari

Hidari is a powerful being born from the Divine Tree, unique in that he formed after absorbing Sasuke. Like other Divine Trees, he inherited the abilities of who he consumed, making him as strong as Naruto, as he’s essentially a copy of Sasuke. But what makes Hidari truly exceptional is the additional power that comes from being a Divine Tree.
Hidari is a unique being, a Divine Tree powered by the Ten Tails’ energy and possessing two Rinnegan. As these trees become more aware, Hidari is clearly getting stronger. Eventually, he’ll become like a Sasuke who has the power of the Ten Tails and two Rinnegan – a combination potent enough to overcome even the strongest version of Naruto.
4) Boruto Uzumaki

Early in the Boruto series, it seemed impossible that Boruto would ever become as strong as his father, Naruto. But after a significant time skip in Boruto: Two Blue Vortex, Boruto has returned with power comparable to a legendary shinobi. While Naruto relied on the power of the tailed beasts, Boruto trained with Sasuke – a shinobi nearly as strong as Naruto – and has now surpassed his father’s abilities.
Boruto is quickly becoming a highly skilled ninja, building on the talents of both his father, Naruto, and his grandfather, Minato. He’s already a strong fighter on his own, but he also has the immense power of an Ōtsutsuki hidden inside him, a power we haven’t seen the full extent of yet. It’s becoming clear that Boruto is more powerful than Naruto was at his age, and once he fully unlocks the power within, he’s destined to surpass his father – a typical pattern for the main character in a sequel series where power levels are constantly increasing.
3) Isshiki Otsutsuki

Even while dying, Isshiki Ōtsutsuki battled both a fully powered Naruto and Sasuke at the same time, demonstrating he was stronger than they were together. If Isshiki hadn’t been limited by his failing body (Jigen) and Kawaki’s interference, he probably would have overcome Naruto’s Baryon Mode and become even more powerful.
Watching Isshiki, it was clear he was different from the other Ōtsutsuki. He wasn’t meant to be the one to come after Kaguya and harvest the chakra fruit, and that set him on a unique path – one that likely would have led him to become a god-like being, possibly even Shibai Ōtsutsuki. Ultimately, Naruto did defeat him, but it wasn’t Naruto’s strength alone. Time was really his enemy; Isshiki was already fading due to his condition, and that’s what truly led to his downfall.
2) Jura

Okay, so as a huge Boruto fan, I’m completely blown away by the new villains in Boruto: Two Blue Vortex! They’re not just random bad guys, but actual beings born from the Ten Tails, and they’ve become these incredibly powerful, thinking entities called the Divine Tree. And the leader? Wow. He’s shaping up to be the strongest character ever in the whole Naruto/Boruto universe – seriously, he’s surpassing even Naruto, especially with how they’ve toned down Naruto’s power level recently. It’s a massive power shift, and I can’t wait to see how it all plays out!
As we learn more about Jura’s powers, he consistently proves to be incredibly strong. He can see through attacks that predict the future and has created a nearly unbreakable defense using a part of the Ten Tails. This suggests that even Naruto’s most powerful form, Baryon Mode, probably wouldn’t be able to overcome Jura’s defenses. Ultimately, Jura’s abilities would likely allow him to defeat even a full-powered Naruto.
1) Shibai Otsutsuki

Shibai Ōtsutsuki isn’t simply more powerful than Naruto – he’s considered the strongest character in the entire Naruto franchise. Currently, he appears destined to remain the most powerful being across both the Naruto and Boruto storylines. Shibai’s power was revealed through mentions in the story, establishing him as an Ōtsutsuki who has actually achieved true godhood, something others of his kind are still trying to reach.
After consuming many chakra fruits, Shibai reached a god-like state, transcending his physical form. Amado then used Shibai’s remains to create several incredibly strong characters in Boruto. Currently, it appears no one will ever be as powerful as Shibai, making him stronger than Naruto and arguably the most powerful character in the entire Naruto and Boruto series.
