7) Obadiah Stane

The 2008 film Iron Man remains one of the strongest movies from the early days of the Marvel Cinematic Universe, largely because it set the successful tone for the franchise. The villain, Obadiah Stane, is driven by his own greed, making money from war and eventually trying to take over Tony Stark’s company and steal his technology. Stane isn’t naturally gifted; his power comes entirely from stolen tech. Ultimately, it’s his cruel nature and quick temper that make him a compelling enemy.
6) Justin Hammer

Justin Hammer, portrayed by Sam Rockwell in Iron Man 2, is a surprisingly good villain often overlooked from the early days of the Marvel Cinematic Universe. Disguising himself as a hero, he expertly tricks Peter Parker, causes him to question his own identity, and attempts to steal Tony Stark’s achievements. Even when defeated, Mysterio is vindictive, revealing Spider-Man’s secret identity to the public. Despite lacking superpowers, he’s a remarkably spiteful, clever, and inventive adversary in the Marvel Cinematic Universe.

Baron Zemo first appeared in Captain America: Civil War and quickly became one of the Marvel Cinematic Universe’s most effective villains. Remarkably, despite having no special powers, he cleverly deceived both the Avengers and world leaders, creating conflict among the heroes as part of his plan for revenge. When it comes to villainous achievements in Marvel movies, Zemo stands out as the most successful antagonist without any superpowers.
