Prometheus quickly proved to be a dangerous enemy, forcing the entire Justice League to unite against him. Despite being human, he’s far from ordinary.
1) Lex Luthor

Lex Luthor is arguably the most dangerous villain without superpowers. He’s incredibly intelligent and constantly uses that intelligence to try and defeat Superman. While he hasn’t taken over the world, it’s not for lack of ability – his obsession with defeating Superman distracts him, as he’s proven capable of defeating almost any other hero. For example, in Swamp Thing #52 (1982), he figured out how to kill the seemingly immortal Swamp Thing in under a minute. Lex is a criminal mastermind, so it’s best to avoid crossing him at all costs.
