When Boruto began, it had to follow up on the surprising reveal of the powerful villain Kaguya Otsutsuki from the end of Naruto. Because Boruto is a typical action series where villains often become more powerful with each new threat, the show needed to introduce enemies who were as strong as, or even stronger than, Kaguya.
Early on, it seemed like the Naruto sequel, Boruto, would have shallow, generic alien villains. But the series quickly surprised viewers with compelling antagonists. As the story unfolds and enemies become increasingly powerful, Boruto has dramatically changed its power scale, and these seven villains demonstrate just how incredibly strong things have become.
7) Code

I was absolutely fascinated by Code! He was easily the most powerful member of Inner Kara, and it’s wild to think he actually weakened himself on purpose just to show how devoted he was to his master. But once those limits were gone? Forget about it! He became unbelievably strong, way beyond anything anyone could deal with. And then he created these terrifying creatures called Claw Grimes – basically his own personal army – and suddenly you had this unstoppable force. It was a truly frightening combination!
Even though Code defeated Jigen, he was quickly overcome by Boruto in Boruto: Two Blue Vortex. Despite this, Code is still a major villain with a lot of potential, and it’s clear he’ll be back, and even more powerful, in the future.
6) Daemon

It’s still unclear whose side Daemon is really on. Although he’s trying to earn the heroes’ trust after starting as a villain, many still consider him a threat capable of turning against Konoha at any time. Like his sister Eida, Daemon was created using the remains of Shibai Otsutsuki, who was the most powerful being ever seen in the Naruto series.
Shibai has a unique defense: anyone who tries to hurt him ends up hurting themselves instead, so no one in the story has ever attempted to attack him. Daemon, on the other hand, is incredibly strong. As the story unfolds, viewers will realize just how powerful Daemon really is when he finally gets to show his full strength.
5) Mamushi

Mamushi is a recently introduced villain in the Boruto: Two Blue Vortex manga. He’s quickly become a powerful threat, and chapter 27 reveals his unique ability. Like Naruto’s Shadow Clone Jutsu, Mamushi can create multiple copies of himself, but his version only offers the benefits – without any of the drawbacks.
Mamushi can split himself into countless copies, each retaining his power but sacrificing some intelligence. Appearing as an endless horde resembling the Divine Trees, he’s already exceptionally strong. His willingness to attack the entire Konoha village, even with Daemon there to oppose him, proves he’s a formidable villain and likely one of the most powerful the Boruto series will showcase.
4) Hidari

Hidari is currently considered the second most powerful member of the Divine Trees and a major threat in the series. Although some viewers found his initial appearances less impactful, he’s predicted to demonstrate immense power soon, as he now wields abilities similar to Sasuke Uchiha through his connection to the Divine Tree.
As the Divine Trees get more powerful, Hidari is shaping up to be the villain some fans originally wanted for Sasuke. It’s clear the Boruto series plans to establish him as a major antagonist, giving viewers a chance to see a battle style reminiscent of Sasuke through Hidari’s fights.
3) MomoshikiOtsutsuki

Momoshiki was the first major villain introduced in the Boruto series, and surprisingly, he was incredibly strong – on the same level as Kaguya Otsutsuki, who was Naruto‘s ultimate enemy. He was already immensely powerful even before fully absorbing a chakra fruit, and it took a combined, all-out effort from Naruto, Sasuke, and their allies to finally defeat him.
If Momoshiki had consumed a powerful fruit similar to Kaguya’s, he would have become even more formidable. However, he was already incredibly strong – a truly god-like being. Because he still exists within Boruto, there’s a chance he could return, and potentially be even stronger than before.
2) Isshiki Otsutsuki

Isshiki Otsutsuki, the primary antagonist in the first part of the Boruto series, arrived on Earth with Kaguya with the initial goal of harvesting the planet’s chakra fruit. After Kaguya turned on him, Isshiki managed to survive for hundreds of years, patiently waiting for an opportunity to return. His incredible strength was showcased in his fight against Naruto and Sasuke, where he completely took control of his host, Jigen, and quickly overwhelmed them both.
Honestly, watching Naruto and Sasuke go all out against Isshiki was incredible, but even at their absolute peak, they couldn’t break through him like they did with Momoshiki! It really came down to Naruto’s Baryon Mode – that’s what finally turned the tide. If Isshiki hadn’t been limited by his own condition, I’m convinced he would have won, completely overpowering everyone and getting even stronger. It was a super close call!
1) Jura

In Boruto: Two Blue Vortex, Jura has been established as the ultimate enemy – the leader of the Divine Trees and a character meant to surpass all others in power. With each new chapter, the story continues to demonstrate just how incredibly strong he is.
The recent clash between Boruto, Kawaki, and Jura strongly suggests Jura has the ability to see and react to events from the future, potentially allowing him to overcome the constraints of time. We also learned that Jura’s defense is virtually unbreakable, as he’s using the Divine Tree as a powerful shield. These developments indicate Jura will continue to become even more powerful, possibly reaching a level comparable to Shibai Otsutsuki, and demonstrating the immense power of god-like characters in this story.
