It also finally answers a question fans have debated for seven years regarding a hidden character. This reveal confirms whether or not a previously mysterious figure was actually working for the evil side. Before the Wano arc, the series featured the Reverie arc, and in Chapter 907 (released in June 2018), a character resembling Shanks appeared. Because so little was known about Shanks at the time, many fans theorized he might be a spy for the government.
I have to say, as a long-time One Piece fan, I was completely shocked when the story revealed Shanks had a twin brother, Shamrock! It made me wonder if Shamrock was actually the one meeting with the Five Elders at the Reverie. Even after we found out Shanks had been to Mariejois and had that mysterious mark, a lot of us were still unsure where he stood. But chapter 1167? Wow. It finally confirms it – Shanks isn’t a villain! All that speculation about his trip to the Holy Land is finally put to rest, and honestly, it’s a huge relief!
One Piece Finally Settles Doubts Regarding Shanks’ Role

The latest chapter of One Piece, Chapter 1167, titled “Ida’s Sons,” delves deeper into the events following the God Valley incident and finally reveals what Shanks was doing there. It turns out Shanks was positioned to become a God’s Knight, similar to Harold, acting as a subordinate officer. However, the chapter makes it clear he never wanted to work for the World Government. Instead, he was secretly collecting information and working to create problems from within. The chapter confirms that Shanks was the one who helped Fisher Tiger gain access to the weapons needed for his successful rebellion.
Watching Shanks interact with Harald, it became clear he wasn’t actually being rude – he seemed to be brushing the encounter off quickly. What really stood out was how eager he was to hear about the Holy Land. It felt like he was purely focused on gathering information there, and I suspect that visit was part of a bigger scheme. Honestly, I don’t think Shanks is a spy for the World Government anymore. Everything points to him having his own agenda, and it seems like he might even be planning to go against them.
Even if we find out Shanks was the one who met with the Five Elders during the Reverie, it’s likely he did so as part of his own plan. Shanks has always been a mysterious figure in One Piece, and while we don’t know his true goals, there’s growing evidence to suggest he isn’t working for the government. Instead, he seems to be pursuing his own larger ambitions.
