
Please be aware that this article contains spoilers from the One Piece manga. Eiichiro Oda’s One Piece manga began its final arc in 2022, and the adventure is still unfolding. The Straw Hat Pirates are now in Elbaph, the legendary land of the Giants, where the Holy Knights are attacking. Following Vegapunk’s recent broadcast, tensions are high, and the World Government is determined to increase its control. They’ve long sought to control the Giants, and now, under Imu’s leadership, they see this as their chance to make the Giants their subordinates.
With war looming, it’s clear a handful of incredibly powerful characters are going to be key players. One Piece has built up a lot of strong individuals over the years, and while we don’t know exactly how powerful they are, I think these five have the potential to be the absolute strongest in the whole world.
5) Monkey D. Luffy

Even in the final arc of the story, it’s surprising that the main character hasn’t fully realized his power, but Luffy remains incredibly strong. Thanks to his Haki and unique Devil Fruit ability, he possesses amazing powers that have grown even further with his new Gear 5 transformation.
Luffy gets stronger with every fight, constantly pushing past his own limits, especially when it comes to his endurance. He’s developing so much power that he might eventually become even more powerful than Joy Boy, a legendary figure who single-handedly fought the leaders of twenty kingdoms.
4) Blackbeard

The Elbaph Arc revealed a shocking family history for Marshall D. Teach, also known as Blackbeard. Not only is he related to the famous Davy Clan, but he’s actually the son of Rocks D. Xebec. This discovery significantly increases his perceived strength and confirms he’s far more formidable than previously thought. Blackbeard is unique in that he can wield the powers of two incredibly rare and powerful Devil Fruits.
His two Devil Fruits, the Darkness-Darkness Fruit and the Tremor-Tremor Fruit, are considered incredibly powerful and dangerous. Combined with his mastery of Haki, this makes him a nearly invincible opponent. While the full extent of his abilities remains a mystery, it’s clear he will be a significant challenge for Luffy.
3) Loki

I’ve been watching One Piece, and they’ve just started showing how incredibly powerful Loki is – he’s quickly becoming one of the strongest characters we’ve seen. It seems like he’s more skilled and has a better grasp of his abilities than even Luffy, which suggests he might actually be stronger. What’s really interesting is that he’s the first Giant in hundreds of years to be recognized as worthy by Ragnir, the guardian of that incredibly rare Devil Fruit.
Fourteen years ago, Loki ate a legendary Devil Fruit, giving him the power to defeat his father, King Harald, who was causing destruction while under Imu’s control. Loki can transform into a colossal dragon, resembling the one shown in the artwork from chapter 1138. This dragon is incredibly large – ancient texts from Harley describe it as being big enough to fill the entire sky.
2) Shanks

Shanks is considered to have the strongest Conqueror’s Haki seen in the series, rivaled only by Joy Boy. He’s widely known as the “Haki Killer” because he can briefly disable an opponent’s ability to foresee attacks. After the battle against Kaido and Big Mom, Shanks effortlessly scared off an Admiral from a great distance, forcing him to give up.
Similar to Roger, Shanks fights with just one sword and doesn’t have any Devil Fruit powers. We’ve only seen a small part of his full strength, but even that much is enough to scare anyone who dares to fight him.
1) Imu

Imu is likely the main villain of the story, and we’ve already seen their incredible power during the Elbaph Arc. They can completely control others, turning them into puppets with no will of their own. Even powerful figures from the past, like Rocks D. Xebec and King Harald, couldn’t resist Imu’s control.
Imu has incredible power and can seemingly control events from within Pangea Castle without ever needing to intervene directly. The story hasn’t revealed much about this character yet, but their apparent immortality makes them the most powerful figure we’ve seen in the Final Saga so far.
