Determined to honor their former leader’s commitment, the team reunites to help Billy’s sister, who is facing a murder charge.

The most surprising moment of NCIS season 23 came in the last few minutes of episode 13: Vance was killed during the case. He spent his final conversation with the CID leader actually talking to a younger Ducky, played by Adam Campbell. Many fans are calling it the show’s best twist in years, even better than when Gibbs left. With Vance gone, NCIS will definitely feel his loss as the series continues.
