
Even dedicated DC Comics readers will be surprised by a new interpretation of a classic Batman enemy. The Dark Knight, one of DC’s most popular heroes, has battled countless villains over the years – the Joker, Two-Face, the Riddler are just the most famous. Gotham City is full of quirky criminals, many of whom only appear briefly in the comics. However, you might be surprised to learn that some of these lesser-known villains have actually played a significant role in Batman’s story.
Let’s talk about the Penny Plunderer. You might not recognize the name, and that’s understandable – he’s a relatively obscure Batman villain. Despite appearing only a handful of times in almost 80 years of Batman comics, he’s the reason Batman has that famous giant penny in the Batcave (although some later stories gave the credit to Two-Face instead). While he’s one of the more forgotten villains, DC Comics has recently reimagined the Penny Plunderer as a modern, Gen Z-era threat.
DC Comics Introduces Penny Plunderer (No ‘The’) as Harley Quinn’s Newest Foe

In issue #60 of Harley Quinn, written by Elliot Kalan with art by Carlos Olivares, Marissa Louise, and Lucas Gattoni, Harley is facing a strange situation. As part of the DC K.O. Omega Tournament, she’s been impacted by the energies of Superman’s Alpha and Omega. This has caused her to split into two distinct personalities, one of which is a more chaotic and aggressive vigilante calling herself ‘Batquinn’. Batquinn has adopted some Batman-inspired gear and is taking the law into her own hands in Gotham’s Throatcutter Hill, resorting to extreme violence like breaking legs and using lead pipes in place of batarangs. Meanwhile, the original Harley is also wildly unpredictable.
Harley’s friends try to talk to her, concerned about how she’s doing, but as Batquinn, she’s focused solely on fighting crime. She quickly learns about a bank robbery and rushes to stop it, where she meets the person in charge: Penny Plunderer. It’s not the original Penny Plunderer – Harley says he was punished for stealing pennies – but his daughter. She explains that after her father was caught, she decided to continue his work, aiming to take down the unfair economic systems he despised.
Penny is a truly merciless villain who fights with oversized pennies and a crew called the One-Centers, who fire pennies from their guns. Batquinn manages to defeat Penny’s henchmen, though Penny herself is quicker and more nimble than Harley. A distraction from local hero Chicken Fingers gives Harley an opening, but Chicken Fingers’ request that Harley show Penny mercy allows Penny to escape, much to Batquinn’s frustration over losing track of her new enemy.
Penny Plunderer is a Fantastic Update on Deep Cut D-Lister

As a movie and comic book fan, one of my favorite things is seeing classic characters reimagined for a modern audience. With this new take on Harley Quinn’s foe, they could have just dusted off the original Penny Plunderer, and honestly, that would have been fine. But I’m really glad they didn’t! This Gen Z version, who’s a social activist carrying on her father’s legacy and going after the ultra-rich? It just works. It feels so much more relevant to what’s happening today than a villain whose whole deal was trying to kill Batman with a giant penny. Let’s be real, that felt a little dated.
I’m really impressed with Penny Plunderer. She’s got this raw energy that feels so current, and she’s clearly talented enough to go toe-to-toe with someone like Harley Quinn. Plus, having the Plunderer name, even if it’s not exactly famous, definitely gives her a starting point. Honestly, it feels like she has everything she needs to succeed where her dad didn’t. And what’s really cool is how her focus on fighting against unfair systems perfectly contrasts with Harley’s current vibe as Batquinn – they’re a fantastic match!
It seems likely Penny Plunderer will finish this storyline and then largely disappear, appearing about as often as her father did. However, I’m enjoying the bold direction the writers are taking with her story. I’m really interested to see how far Penny will go to fight against the powerful elite, and how far Harley Quinn will go to try and stop her. Let’s hope Penny doesn’t follow in her father’s footsteps too closely, and that Harley doesn’t end up facing a massive, literal penny!
