
In season 2 of Daredevil: Born Again, Wilson Fisk is the mayor of New York City and has effectively made all superhero activity illegal. He’s banned vigilantism and is using a special task force to enforce this new law, targeting anyone who fights crime outside the legal system. Fisk’s administration doesn’t just want to stop Daredevil; they aim to arrest and prosecute every vigilante operating in the city.
This list focuses on masked heroes operating in New York City who are acting outside the law. That means heroes like Ms. Marvel, Moon Knight, and Ant-Man – who work elsewhere – and those officially sanctioned by the government, like Captain America and the New Avengers, aren’t included. Even with these restrictions, there are still many vigilantes the AVTF could potentially arrest, and here’s a rundown of them.
12) Daredevil

Daredevil is Kingpin’s biggest target. As Matt Murdock, he’s leading the charge against Fisk’s operation and uniting other New York City vigilantes like Jessica Jones. This makes Daredevil the most well-known hero fighting crime in the city, and the one Fisk is most determined to eliminate.
Catching Daredevil is proving tricky for a couple of reasons. First, Matt Murdock is currently missing, so even though Fisk knows Daredevil is actually Murdock, he can’t legally arrest him. Second, Murdock publicly saved Fisk’s life during the first season of Born Again. If Fisk exposes Murdock as Daredevil, it would reveal a vigilante rescued him, undermining his plans and sending a confusing message to everyone.
11) The Punisher

The Punisher has always been a wanted man, but that’s even truer now. Frank Castle is a vigilante known for his extreme violence – he’s responsible for more on-screen kills than almost anyone in the Marvel Cinematic Universe. Though he travels around, he mostly operates in New York City, particularly in the Daredevil series. This makes him a prime target for Wilson Fisk’s new laws against vigilantes.
It’s worth noting that the Punisher was previously captured by the AVTF in season one of Born Again. However, he cleverly deceived a guard, took their key, and escaped from Fisk’s holding facility. His current whereabouts are unknown, but we’ll likely learn more in the upcoming The Punisher: One Last Kill special and in Spider-Man: Brand New Day.
10) Swordsman

Jack Duquense started as a small character in the Disney+ series Hawkeye, but he’s become more important in Daredevil: Born Again. He’s a wealthy socialite and a rival of Wilson Fisk, which makes Fisk even angrier knowing Jack is also a masked vigilante. However, Jack was arrested during the first season of Daredevil: Born Again and remains a prisoner in Fisk’s compound at the beginning of season two.
Okay, so I just watched the first episode of Daredevil: Born Again season 2, and it really hammers home how thoroughly Kingpin controls things. They use the case of Jack as a prime example – Fisk’s operation isn’t just about brute force, it’s about systematically dismantling anyone who tries to be a hero. We see fabricated psychological evaluations and shady lawyers all working together to ensure Jack gets railroaded. It’s a chilling demonstration that if Fisk’s people grab you for vigilantism, you’re absolutely not getting a fair trial – or any real chance at all.
9) White Tiger

The first season of Born Again also introduced the character White Tiger. Originally, Hector Ayala held the title, but after he was killed by the AVTF, his niece Angela Del Toro became the new White Tiger. While not widely known, Angela’s uncle’s highly publicized trial will likely make it difficult for her to remain unnoticed in New York City.
8) Jessica Jones

Jessica Jones is back in the Marvel Cinematic Universe, appearing in season 2 of Daredevil: Born Again. Although she didn’t appear in the first episode, she’s already assisting Matt Murdock. Matt and Karen Page are relying on Jessica’s skills as an investigator to gather information on Wilson Fisk, demonstrating her involvement in taking down his organization even without using her superpowers. The trailer hints that her powers will be used later in the season. Because Jessica doesn’t operate under a secret identity, she’s an easy target for the AVTF (Anti-Villain Task Force).
7) Spider-Man

While Spider-Man and other heroes haven’t been directly connected to the events of Daredevil: Born Again, his activities as a masked vigilante in New York City could attract the attention of the AVTF. Fortunately, the events of Spider-Man: No Way Home caused the world to forget Peter Parker’s identity, making it harder for the AVTF to find and arrest him.
As a critic, I found it really interesting that Kingpin is already aware of Spider-Man. The show Daredevil: Born Again season one establishes he’s noticed a spider-themed vigilante, which is a clever way to hint at a larger conflict brewing beneath the surface. While a direct showdown between the two might not happen in the MCU, it’s a little unsettling knowing this whole other battle is playing out in the background, and adds a nice layer of tension.
6) Luke Cage

Luke Cage was one of the first members of the Defenders team, and although it hasn’t been officially announced, many people are speculating he’ll be in season two of Daredevil: Born Again. Similar to Jessica Jones, Luke Cage doesn’t hide his identity, making him relatively easy to find. However, his famously bulletproof skin would make it very difficult for the AVTF to actually take him into custody.
5) Iron Fist

Iron Fist, like Luke Cage, was a founding member of the Defenders. Though he doesn’t show up in the Born Again storyline, he’s likely assisting Daredevil behind the scenes. He often battles the Hand overseas, but frequently returns to New York City, which makes him vulnerable to Wilson Fisk. With the Hand’s return in Spider-Man: Brand New Day, Iron Fist will probably reappear, putting him in significant danger.
4) Kate Bishop

Hawkeye is a recognized Avenger, but Kate Bishop isn’t officially sanctioned as a vigilante – she operates outside the law just like many other heroes. She’s previously encountered the Swordsman and even battled Fisk, the villain from the Hawkeye series, which has made her a target for the city’s mayor who is against vigilantes.
3) Colleen Wing

Colleen Wing has become an Iron Fist, and like her predecessor, she’s now protecting New York City from both ordinary and supernatural dangers. While it’s unclear what she was doing during the second season of Born Again, she could have become a target for the AVTF if she was active at the time.
2) Misty Knight

After befriending Luke Cage, Misty Knight also started fighting crime as a vigilante. It’s unclear what happened to her after season two of the Luke Cage series, but she’s likely still active, which could make her a target for Mayor Fisk.
1) Doctor Strange

Like the other heroes, Doctor Strange fights crime, specifically in New York City where his base, the Sanctum Sanctorum, is located. Even though he often travels to other dimensions and planets, the AVTF could still target him. But they wouldn’t be successful, and if Daredevil could convince Strange to join his side, it would mean the end for Mayor Fisk.
