
After years of protecting Gotham City, Batman is now facing opposition from the very people he’s saved. The problem started with Vandal Savage, who was trapped in Gotham after the events of “Gotham War.” The city’s powerful figures then surprisingly appointed Savage as Police Commissioner. Savage tried to negotiate a truce with Batman, but the Dark Knight refused to cooperate with such a dangerous enemy.
Savage is intensifying his hunt for Batman. He’s deployed a new police-like force called the TUCO squads to arrest Batman whenever they see him, and he’s been fabricating evidence to make Batman look like a murderer, hoping to publicly justify his actions. While Savage initially acted alone, he’s no longer the only powerful villain in Gotham. He’s now seeking an alliance that could bring serious trouble for Batman and those he cares about.
Mayor Poison Ivy Signs Off on Bringing Batman in By Any Means Necessary

In the latest issue of Batman (#8), written by Matt Fraction with art by Ryan Sook and Tomeu Morey, and lettering by Clayton Cowles, the newly elected mayor Poison Ivy consults with Vandal Savage. Ivy is reviewing unfinished business from the previous administration and is intrigued by Savage’s plan, Operation Peregrine, especially why she should officially adopt his suggestion to utilize Batman. Savage is direct: he argues that Batman and his allies don’t deliver justice, but actually hinder the progress Ivy is trying to achieve.
Savage’s plan is straightforward: he wants Poison Ivy to publicly denounce Batman and assist him in taking Batman into custody. Realizing Ivy isn’t immediately convinced, Savage appeals to her personally. He points out that, like him, she has a long-term perspective due to her connection to the Green, suggesting they could achieve a lasting victory together. Ivy begins to consider the idea, but wants to know what’s in it for her.
Confident he has Ivy on his side, he offers his complete loyalty and a deal: the Gotham City Police Department will carry out her ambitious plans for the city. With a signature, Poison Ivy approves Operation Peregrine, effectively authorizing the GCPD to target Batman and anyone connected to him. Soon after, the Gotham Eye publishes a story declaring Batman an official wanted criminal.
What Operation Peregrine Means for Batman and the Bat-Family

Batman has faced hostile city officials before, but this situation is different. For the first time, supervillains are in charge of Gotham’s key positions, and they’re willing to use their power to destroy Batman and his allies. Things are looking grim, and it appears Operation Peregrine will likely lead to the imprisonment of at least one member of the Bat-Family, as hinted in the upcoming series, Barbara Gordon: Breakout.
Things are really closing in on Batman, and honestly, it’s intense. He’s already pushed himself to the limit, and now Gotham’s underworld is more organized and efficient than ever thanks to this new villain, the Minotaur. On top of that, he’s haunted by Dr. Zeller’s work with the Crown of Storms and the Joker – those threats are seriously weighing on him. To make matters worse, Tim Drake, his former Robin, has stepped away to focus on his personal life, leaving Bruce without a key ally. After decades of protecting this city, it feels like everyone is turning against him, and the pressure is just building and building. It’s a really tough spot for the guy.
I’m confident Batman will eventually overcome these challenges, but his situation is definitely getting more difficult. He hasn’t even faced the Minotaur yet, and he’s still in the dark about who’s targeting him – assuming the Joker was telling the truth. Being branded as a public enemy presents a huge problem. While Batman would never willingly leave Gotham, Operation Peregrine might be enough to force him out. Let’s hope he has a strategy, because his conflict with Savage is a long way from being resolved.
