Microsoft conducts major Windows reorg that sees core engineering teams back under the same roof as feature experience teams — preparing to deliver a true agentic OS

Microsoft is reorganizing its teams, bringing the groups responsible for the core of Windows back under the Windows division, according to a recent memo from Windows and Surface head Pavan Davuluri.

Since 2018, the Windows team has been divided into two main groups. The team building the fundamental parts of Windows now operates under the Azure division, while the remaining team continues to focus on features users directly interact with and the overall Windows experience.

Things are changing at Microsoft, as the teams responsible for Windows client and server are now being combined. According to Microsoft’s Davuluri, this will allow for a more unified approach to Windows development and help the company better focus on its key goals. She stated that bringing these teams together “unifies Windows engineering work under a single organization” and “brings focus to delivering against our priorities.”

This change reflects Microsoft’s plans to make Windows more intelligent and helpful. They envision a future where Windows proactively assists users, using voice commands alongside traditional mouse and keyboard input, and even completing tasks automatically with the help of artificial intelligence. According to Microsoft’s Mustafa Davuluri, this reorganization will allow them to fully realize their goal of creating a Windows operating system that acts as a personal agent.

Most of the Windows engineering teams are moving back into the main Windows group, but a few smaller teams will stay with the Azure organization. These Azure teams-including those working on the core kernel, virtualization, and Linux-will continue to provide essential support for Windows features, hardware compatibility, and the Windows Subsystem for Linux (WSL).
