
For decades, DC Comics has focused on the idea of heroes inheriting mantles from those who came before. Starting in the early days of comics, they created iconic characters like Green Lantern, the Flash, and the Atom. When DC updated its superhero line, they introduced new heroes to those same roles, establishing the concept of legacy heroes. Over time, we’ve seen many impressive characters take on familiar names and costumes, building on what came before. But legacy isn’t just for heroes – villains can have them too.
While classic villains might appear uncommon, there are actually quite a few in the DC Universe. Some have faded over time, but others have become truly iconic. Here are ten of the best DC legacy villains – characters who carry on the wicked deeds of those who came before them, bringing a history of evil into the present day.
10) Mongul

Mongul is a major threat throughout the DC Universe, ruling the planet Warworld, which travels through space destroying everything in its way. ‘Mongul’ isn’t a personal name, but a title earned by the Warzoon – the inhabitants of Warworld – who conquer all others to seize control. Over the years, there have been at least three different beings known as Mongul, including one featured in the acclaimed “Warworld Saga” and another appearing in the early 2000s. These powerful rulers are incredibly dangerous, and it’s only a matter of time before a new Mongul emerges to threaten the universe.
9) The Trickster

The Rogues are widely considered the greatest team of supervillains, and they boast a long history of memorable characters. The Trickster is a prime example – originally portrayed as Jesse James, he used cleverly designed pranks to challenge the Flash. Later, Axel Walker took on the mantle, bringing more advanced technology to the role. Though Walker vanished after the Flashpoint event, James returned as the Trickster once more. Despite often being underestimated, the Trickster has consistently been a more formidable villain than people realize.
8) Grail

While Wonder Woman faces many villains, Grail stands out as one of her most formidable foes. As the daughter of the powerful Darkseid and the Amazon Myrina, she was born into a destiny filled with conflict and prophecy, potentially threatening both her father and the world. Though Darkseid has many children, Grail is considered his most capable. Unlike some of the more brutal villains, she’s a compelling character, strong enough to challenge even the most powerful heroes. Notably, she’s remained largely unchanged since her creation in the New 52 era, and with the right story focus, she has the potential to become a truly iconic villain.
7) Scandal Savage

Vandal Savage is a major enemy of the Justice League, known for being incredibly old – he’s over a hundred thousand years old! Over that time, he built a hidden empire filled with powerful weapons and resources, but he rarely shared any of it. This meant his daughter, Scandal Savage, had to forge her own path. She became a key member of the Secret Six, a group of villains who often did good deeds while prioritizing their own interests, and she excelled at it. Scandal is a compelling villain who could either surpass her father’s legacy or create a completely new one – making her an ideal character for a second-generation villain.
6) Clayface

Clayface, a shape-shifting villain, is finally coming to the big screen, and he has a surprisingly complicated history. Over the years, there have been six different characters who’ve taken on the Clayface persona: Basil Karlo, Matt Hagan, Preston Payne, Sondra Fuller, Cassius Payne, and Katherine Karlo. Most fans recognize Matt Hagan, as he was featured in the popular Batman: The Animated Series and became the most well-known version of the character. He’s become the definitive Clayface, and has a long track record of fighting Batman and his friends.
5) Blockbuster

The original Blockbuster was a chemist named Mark Desmond. He created a formula that gave him incredible strength and made him invulnerable, but it also lowered his intelligence. He eventually died from a heart attack caused by the formula, and his brother, Roland, then used an improved version. This new Blockbuster gained the powers and kept his intelligence, becoming the main crime lord of Bludhaven and Nightwing’s greatest enemy. He’s similar to the Kingpin, but even more powerful, and has been featured in many memorable Nightwing comics.
4) Zoom

Wally West is considered by many to be the best Flash. When he became the world’s fastest man, he largely faced the same enemies as his uncle, Barry Allen. However, Wally did develop his own villains, including Zoom, who eventually took on the role of Barry’s most famous foe, the Reverse Flash. Hunter Zolomon, a former FBI agent paralyzed in the line of duty, asked Wally – whom he’d met while working with the Keystone City Police – to use time travel to fix his past. When Wally refused, Zolomon attempted to use the Cosmic Treadmill himself. The resulting energy transformed him into Zoom, granting him the ability to manipulate time and move at incredible speeds. Zoom believed in ‘improving’ heroes through extreme and violent trials, leading to intense conflicts with Wally. However, Zoom’s appearances lessened when Barry Allen reclaimed the title of the Flash. Now that Wally is the Flash again, fans hope to see him face off against Zoom once more.
3) Reverse Flash

Many fans don’t know that Reverse Flash has a history stretching back to the earliest days of the Flash, but he does. It began in the Golden Age with a villain called Rival, who mirrored the look of the original Flash, Jay Garrick, but with a darker costume. When Barry Allen became the new Flash, they created a new Rival – this one a time-traveling villain obsessed with Allen. This new Rival became known as Reverse Flash, copying Barry’s powers and traveling back in time to cause trouble. He’s become famous as arguably the biggest enemy in the entire DC Universe, which is high praise considering villains like Lex Luthor also exist. While not a typical ‘legacy’ villain, Reverse Flash has become one of DC Comics’ most iconic and dangerous foes.
2) Mirror Master

The original Mirror Master was Sam Scudder, but he was killed during the Crisis on Infinite Earths event – a complicated story involving villains trying to prevent Krona from witnessing the dawn of time. The Mirror Master later returned in the Animal Man comic book series, reimagined by writer Grant Morrison as Evan McCulloch, a Scottish mercenary. Many fans now consider McCulloch a superior version of the character, even those who have followed the Flash for years.
1) Talia al Ghul

Ra’s al Ghul is a centuries-old villain who maintains his life through the Lazarus Pits, allowing him to build a powerful organization called the League of Assassins. He has many children, the most famous being Talia al Ghul. Talia has a complex relationship with Batman, often switching between being his lover and his enemy. She is the mother of Damian Wayne and consistently plays a significant role in any story she appears in. Talia has become a legendary figure, even stepping into her father’s role as the Demon’s Head on multiple occasions, proving herself a capable successor.
