
The world of *The Boys* is filled with far more villains than heroes. Once someone receives Compound V, they often become selfish and commit terrible acts to get ahead. The members of The Seven perfectly illustrate this – they present themselves as heroes, but are quick to kill or commit worse deeds to maintain their positions. Homelander leads the way, believing he has the right to control others. Over the course of the series, Homelander’s power has grown to the point where he effectively controls the President and the government.
Homelander has empowered truly awful people, giving them a chance to promote their harmful ideas without consequences. This shift in power has particularly benefited someone at Godolkin University, but their actions are raising red flags. It’s becoming clear they could be just as – or even more – dangerous than Homelander.
Cipher Isn’t Afraid to Push His Students to Their Limits

At the beginning of *Gen V* Season 2, Jordan Li and Emma Meyer are in a difficult situation. After being transferred from the Elmira Adult Rehabilitation Center, they arrive at God U and are forced to publicly state their desire to leave their past behind. Things worsen when they discover that the school’s new dean, Cipher, was one of their tormentors at Elmira. Though he doesn’t immediately target them, Cipher tasks Cate Dunlap with finding Marie Moreau, another escapee from Elmira. Cate agrees to help, but she’s concerned about Cipher’s methods. When she challenges him, he boldly invites her to read his mind, and shockingly, even puts her hand in a blender – a terrifying moment that hints at his true power.
After Marie returns to God U, Cipher stops making direct threats, but he’s still scheming. His latest plan involves a dangerous class that turns out to be an underground superpowered fight club, where students are forced to battle opponents – in this case, a massive man wielding a hammer named Vikor. Everyone gets badly hurt, and Cipher doesn’t seem to care about the students’ well-being. He explains that he’s pushing them to their limits so they’ll be prepared to fight when humans inevitably rise up against supes. His extreme views are eerily similar to Homelander’s, which isn’t unexpected. However, it’s increasingly puzzling why the show continues to keep Cipher’s own powers a secret.
Gen V Could House the Most Powerful Supe Yet

We first see how powerful Cipher might be when he interacts with Cate. He confidently asks her to use her abilities on him – and that’s significant, considering she’s become strong enough to calm someone like Sam Riordan. Another key moment is when Cipher tells Marie she has the potential to be even stronger than Homelander. Considering Homelander’s insecurity, that’s a bold statement, but Cipher delivers it without hesitation, hinting at plans to mentor Marie later in Season 2.
Cipher has been interested in Marie since the day she was born, learning she was part of a Vought experiment called Project Odessa. Most of the children in the program didn’t survive, but Marie did, and Cipher – then known as Doctor Gould – delivered her. While the exact nature of Cipher’s involvement in Project Odessa is unclear, even Homelander has limits, and experimenting on children is one of them. Having spent much of his own life as a captive, Homelander freed his son from a similar situation in *The Boys*. If Cipher is willing to challenge Homelander, he might be aiming to replace him as the world’s most powerful Supe.
