5 Most Powerful Marines in One Piece Ranked

The world of One Piece isn’t simply about pirates versus the Marines; it’s a complex place where corruption is widespread, especially among the powerful. While the Marines are meant to uphold the law and fight pirates, they often support the unjust rule of the Celestial Dragons. Though they present themselves as a force for justice and protectors of the people, the reality is much darker. The Marines are capable of extreme violence, even destroying entire islands in the name of justice. Despite leaders like Akainu and Ryokugyu claiming to fight for what’s right, their methods are often shockingly brutal and contradict the idea of helping those they’re supposed to protect.

It’s also disturbing that high-ranking Navy officers support the Celestial Dragons, even though they know the Dragons treat people as slaves and have no respect for human life. While the series features many Marines, very few are actually powerful enough to pose a real threat.

5) Aramaki (Ryokugyu)

Following the major events at Marineford, the Navy underwent significant changes, including the appointment of new Admirals. Ryokugyu is one of these new Admirals, having risen in power after the war. His Woods-Woods Fruit allows him to create and manipulate forests, which he uses for both attack and defense, and even to move around quickly. Combined with his mastery of Haki, he’s a formidable opponent, capable of defeating even strong fighters. However, he was easily defeated by Shanks’ powerful Haki, demonstrating that Shanks is a far greater threat than even the Navy’s Admirals.

4) Issho (Fujitora)

Fujitora is a recently appointed Marine Admiral who stands out because he wants to reform the flawed and unfair system within the Marines. Despite being blind, he compensates with incredibly powerful Observation Haki, allowing him to fight effectively. He’s a skilled swordsman, and his Devil Fruit ability, the Press-Press Fruit, can immobilize even strong opponents like Trafalgar Law and Roronoa Zoro.

3) Borsalino (Kizaru)

Kizaru is a hugely powerful Marine, and during the events at Sabaody Archipelago, he seemed unstoppable when fighting pirates like the Straw Hats. His Light-Light Fruit ability makes him incredibly fast – almost as fast as light itself – and nearly impossible to harm for anyone who doesn’t possess Haki. More recently, during the Egghead Incident, he fought evenly against Yonko Luffy in his powerful Gear 5 form. Ultimately, though, Kizaru was defeated after a prolonged and taxing battle, and because he was emotionally shaken.

2) Sakazuki (Akainu)

Following the battle at Marineford, Akainu became Fleet Admiral after a ten-day duel with Kuzan, which drastically altered the climate of Punk Hazard. Though they were evenly matched, Akainu ultimately won, leading Kuzan to leave the Marines. With his powerful Magma-Magma Fruit and mastery of Armament Haki, Akainu is one of the strongest characters in One Piece. His attacks are incredibly destructive; his magma can melt nearly anything and even overcome the abilities of other Devil Fruit users.

1) Garp

Decades ago, Garp had the potential to become a Marine Admiral, but he didn’t want to be directly under the control of the Celestial Dragons. He became a celebrated Marine hero purely through his incredible Haki, without needing a Devil Fruit ability. Even in his old age, Garp was strong enough to fight off multiple powerful Captains from Blackbeard’s crew – pirates known for being among the most dangerous in the world. He likely could have won in individual battles, but he was overwhelmed when all of Blackbeard’s crew ambushed him at Hachinosu.
