Apparently, Doom’s time travel to be with Peggy Carter after Avengers: Endgame caused a collision between universes, leading to major consequences for him.

Apparently, when Captain America went back in time to be with Peggy Carter, he didn’t stay in his original universe – he ended up on Earth-828. This universe is already known to fans from The Fantastic Four: First Steps as the home of the Fantastic Four and, surprisingly, Robert Downey Jr.’s version of Doctor Doom.
According to a source, Steve Rogers’ travel between universes led to a dangerous event called an Incursion. Doctor Doom tried to fix it, but one of his experiments failed spectacularly. Since Rogers’ universe-hopping started the problem, Doom apparently blamed him.

It turns out Steve isn’t the only target. Reports suggest Doom is hunting down anyone responsible for causing disruptions across the Multiverse, known as Incursions. However, his reasons for going after these other individuals might not be as driven by personal revenge as his conflict with Rogers.
Is Avengers Doomsday Actually Steve Rogers’ Fault?

Marvel is making a surprising choice in its new movie, Avengers Doomsday, by focusing Doctor Doom’s story around Chris Evans’ character, Steve Rogers. Traditionally, Doom’s biggest conflict in Marvel comics—particularly in Secret Wars—has always been with Reed Richards (played by Pedro Pascal). It’s unusual to shift that rivalry and instead create conflict between two original Avengers actors.
If Rogers moving to a different universe caused Doom to lose his family and suffer severe injuries, it’s understandable why Doom is so angry. It appears Steve didn’t jump to another universe because he had to, but because he was looking for a happy life, and unintentionally took that possibility away from Victor von Doom.
While Captain America isn’t solely responsible, it was Doctor Doom’s own experiment gone wrong that led to the tragic loss of his family. However, Doom is known for his arrogance and belief in his own infallibility, so he would never admit fault and would quickly try to blame someone else.
