For the first time in U.S. history, a bill has been proposed in Congress to address the serious health and social consequences of gambling addiction. Officially called the Providing Opportunities for Individuals in Need of Treatment and Support Act of 2026 – or the POINTS Act – it would provide federal funding for programs that help prevent gambling addiction, treat those affected, and support their recovery.
This new law was unveiled during Problem Gambling Awareness Month in 2025. It’s supported by politicians from both parties who are worried that as sports betting and online gambling become more common across the country, more people are struggling with gambling addiction.

Lawmakers Push for National Response
Representatives Erin Houchin of Indiana and Andrea Salinas of Oregon are sponsoring the POINTS Act. Representatives Mariannette Miller-Meeks of Iowa and Troy Carter of Louisiana are also supporting the bill, and its advocates believe it’s been needed for quite some time.
Representative Houchin highlighted the hidden harm of gambling addiction, explaining that it can seriously damage families, not just financially but emotionally, and impacts everyone involved. With the increasing availability of sports betting and online gambling, he believes it’s crucial to address potential addiction. The POINTS Act aims to help those struggling by directing existing federal gaming funds towards programs that offer prevention, treatment, and support for recovery.

Funding Solutions from Existing Revenue

This proposal is unique because it utilizes funds already collected from federal gaming – projected to be about $100 million. The goal is to establish a reliable source of funding without raising taxes. Representative Salinas highlighted the fast-paced expansion of sports betting and online gambling as the reason why federal action is now necessary.

According to Heather L. Maurer, head of the National Council on Problem Gambling, the POINTS Act acknowledges that dealing with gambling addiction requires a nationwide, collaborative effort. States and tribal communities need consistent federal funding to make prevention, treatment, and recovery services more widely available, and this bill offers a reliable, long-term way to provide that support.
Focus on the Most Vulnerable Populations
