While Sadie Sink is reportedly joining the cast as Jean Grey, connecting the film to the X-Men, another link is forming through the Department of Damage Control. This organization is being set up as the MCU’s main mutant hunters, which could have significant consequences for both the current phase of movies and the future ‘Mutant Saga’.
The trailer for the new Spider-Man: Brand New Day movie hints at a link to a villain known for hunting the X-Men. At the 1 minute and 26 second mark, Spider-Man is shown undergoing a scan, while a character named Agent Ramirez studies him in a lab.

There’s a theory that this Ramirez might be Delores Ramirez, a former C.I.A. agent. She worked in the X-Desk, a unit specifically formed to monitor and manage mutants.

Within Marvel Comics, the X-Desk is a group that keeps an eye on mutant activity, investigates it, and works to neutralize any threats. In the comics, it’s connected to the CIA, but in the Marvel Cinematic Universe (MCU), the X-Desk might be a part of the Department of Damage Control (DODC), or it could eventually become part of that organization.
Fans have suggested casting Liza Colón-Zayas, known for her role in The Bear, as Agent Ramirez. She previously played a supporting character alongside Spider-Man and the Punisher in the Spider-Man: Brand New Day comic series.

It makes sense that Agent Ramirez is played by Colón-Zayas, as it explains why Peter Parker would agree to be tested by her in a lab. However, her ties to X-Desk hint that her organization isn’t working for the good of mutants, which could lead to a conflict with Spider-Man down the line.

How the X-Desk’s Introduction Changes Everything In Spider-Man 4

Okay, so it really seems like Agent Ramirez and Spider-Man are working together, not against each other, which is awesome! If that’s true, it suggests the X-Desk is still a force for good, and maybe they’re even a group that can cut through all the red tape that the Department of Damage Control deals with. It would be great to see them as rivals, but ones who are both trying to do the right thing.
It’s possible Ramirez and the X-Desk are working with Spider-Man because they’ve realized he isn’t a mutant, and that’s why they’re leaving him alone.
Everything might shift when Peter discovers the real purpose of their work – to find and watch mutants, which essentially makes them no better than the Department of Damage Control.
No matter what’s happening, the existence of groups already hunting mutants significantly changes things for the Marvel Cinematic Universe, especially now that the X-Men are becoming a part of it.
