Each villain presents a unique challenge that highlights a different part of what makes Batman so skilled. His most famous opponent is, of course, the Joker. Their decades-long conflict is a constant battle for the fate of Gotham City, and neither one is willing to give up.
The Joker is a central figure in many iconic Batman stories, like The Killing Joke and The Dark Knight Returns. He even dramatically altered Batman’s history by killing Jason Todd, something no other villain has done. However, despite his huge impact, the Joker isn’t Batman’s greatest enemy. It’s not any of the usual suspects in his rogues gallery. The true antagonist that consistently challenges Batman, the one he’s fought the most and can never quite defeat, is actually Gotham City itself – and that’s true both in a figurative and a literal sense.
A City Built on Corruption

Gotham City is deeply riddled with corruption. Some people unfamiliar with Batman’s world suggest he should use his wealth to improve the city and lower crime rates. However, Bruce Wayne actually does this constantly. The Wayne fortune essentially supports ninety percent of the good things happening in Gotham, whether through official organizations or more underground efforts. Despite these efforts, Gotham consistently resists positive change. While villains like the Court of Owls have actively worked from the shadows to keep the city down and control its wealth, the biggest problem isn’t any single group. It’s a deeply ingrained system that’s been in place for a long time.
Gotham was built by people who prioritized personal gain and control. Every part of the city’s government, from the mayor’s office down to the smallest departments, works together to encourage corruption and taking advantage of others. No matter how much money Batman donates, it’s often stolen before it can help those in need. Even when Bruce Wayne manages to improve things, Gotham always returns to its corrupt ways, because the city’s problems stem from the people who live there.
Life in Gotham City is incredibly difficult for its citizens. They constantly struggle with failing systems and attacks from supervillains. Considering how often the city falls into chaos – just in the last ten years – it’s no wonder people in Gotham always feel like something terrible is about to happen. While it might seem like they quickly lose faith in their protectors, it’s understandable when they face endless hardship. In fact, the people of Gotham often resist even the help Batman offers, even when it would ultimately benefit them.
A Hellscape for Demons and Dark Fates

Gotham City doesn’t just passively allow crime; it actively works against Batman and seems genuinely cursed. There’s a strong case to be made that the city is a magnet for evil, and the dark god Barbatos even claims to have deliberately shaped Gotham to create Batman, pushing it towards chaos to empower himself. Whether Barbatos is involved or not, Gotham constantly breeds both supernatural and everyday dangers that bring out the worst in people. In the story arc “Dark Knight, Dark City,” Gotham itself narrates how the city’s founders attempted to summon and control a demonic entity – a ritual known as the Ceremony of the Bat.
Batman thrives when his world blends the realistic with the supernatural. Gotham City, with its potential for curses and inherent evil, is the perfect setting for his adventures. The city constantly falls back into darkness, no matter how much Batman tries to save it, and even he sometimes wonders if Gotham is truly cursed. For example, in Scott Snyder’s 2011 Batman comics, the story of the Pale Man—a being representing Gotham’s evil—almost fooled him. There’s even a zombie that rises from Slaughter Swamp, and that’s just a small part of all the curses connected to Gotham’s history!
Gotham City is Batman’s biggest challenge, perhaps because it seems destined for ruin or because it resists progress. Even knowing he might not be able to truly fix things, Batman continues to fight. That’s what heroes do – they confront their enemies, even when that enemy is a whole city.
